- The Department of Health and Human Services, Centers for Disease Control and Prevention, is seeking applications from qualified applicants for a Medical Epidemiology Specialist position located in Bangkok, Thailand. The resultant contract shall be a Personal Services Contract (PSC). See PL 109-149, Section 215(1), Reference 22U.S.C.2669(c). SOLICITATION NUMBER: 2006-N-08581 POSITION NUMBER: ISSUANCE DATE: July 7, 2006 CLOSING DATE/TIME: July 24, 2006 at 10:00AM Eastern Standard Time POSITION TITLE: Regional Tuberculosis Epidemiology Specialist MARKET VALUE: ($63,700 to $101,500 for U.S. Citizens or permanent residents) -- Final compensation will be based on individual salary history, work experience, and educational background. PERIOD OF PERFORMANCE: One Base Year and Four One-Year Option Periods PLACE OF PERFORMANCE: Bangkok, Thailand SECURITY CLEARANCE: NACI (Basic background check) AREA OF CONSIDERATION: United States Citizens or permanent residents and third country nationals. Citizens or permanent residents of the host country are not eligible for this position. Duties and Responsibilities: Serves as a Medical Scientist and investigator for TB and HIV/AIDS projects implemented by CDC in Thailand and other countries in Southeast Asia. The incumbent is responsible for the oversight and management of specifically assigned research and programs on TB, HIV/AIDS, and related infections conducted by CDC in collaboration with the Thai government, other governments in Southeast Asia, non-governmental organizations (NGOs), and/or universities. Defines goals, formulates plans, and negotiates, designs, organizes, implements, and coordinates activities for various programs and research studies. Provides guidance to and supervises, as appropriate, locally-hired staff (Non FTE?s) funded through cooperative agreements and other mechanisms to accomplish these functions. Must have a good working knowledge of the epidemiology of TB, HIV/AIDS, and related infections. Formulates and establishes the development of programs, protocols, and studies for TB and HIV/AIDS prevention and control interventions within CDC?s TB Prevention and Control Section and in collaboration with the GAP Asia Regional Program and other programs within CDC. Collaborates closely with senior CDC scientists on the design, implementation, coordination and evaluation of the study, protocol design, and/or programmatic activities. Monitors and evaluates progress of projects, detecting scientific, personnel, logistical, and implementation problems and makes revisions as necessary to overcome obstacles and constraints. Trains and supervises project coordinators, nurses, research assistants, social workers, and other subordinate staff in developing surveillance systems, conducting operational research, and/or implementing assigned projects. Allocates manpower and logistical resources to diverse tasks according to needs. Designs and updates instruments for data collection to monitor and evaluate biological, behavioral, and programmatic parameters. Establishes systems for data collection, data quality, data review and analyses. Develops operations research projects. Conducts complex epidemiologic analysis of data from programs and research studies. Supervises data management staff to ensure proper and timely computer data entry and file merging. Use SAS, Access, and other software programs to manipulate and handle computer data, with assistance from data management staff, as needed. Prepares graphic charts of data. Interacts with and obtains cooperation for activities from investigators and public health officials. Works closely with public health officials from the Thai government and other foreign governments, NGOs, health care personnel, and university collaborators to assure that tasks are carried out correctly and in a timely manner. Provides support for work performed in a variety of the CDC Sections. Collaborates with U.S. government, foreign government, non-government, and multi-lateral partners such as the World Health Organization (WHO), on training of public health officials, healthcare workers, and others in TB, HIV/AIDS, other infectious diseases, and epidemiologic analysis. Prepares and delivers lectures to medical and lay audiences on topics related to TB, HIV/AIDS, and other infectious diseases. Independently writes up and summarizes the findings of research and other program activities to be used for reports of record, proposals, publications, and for presentations at national and international meetings on TB and HIV/AIDS prevention and control. Minimum Qualifications: 1. Detailed knowledge of US government public health programs and strategies. 2. Detailed knowledge of international public health and medical systems, ideally as they relate to TB and HIV/AIDS in Southeast Asia. 3. Broad perspective and through knowledge of the principles and practices of epidemiologic, biomedical, or related scientific research, including facility with research design concepts and basic statistical methods and procedures. 4. Familiarity with clinical or epidemiologic aspects of TB and HIV/AIDS is desirable, but not necessary. 5. M.D. degree with M.P.H. (masters in public health or in epidemiology) or advanced public health training (such as CDC?s Epidemic Intelligence Service program), or Ph.D. degree (in medical, biological, or social sciences) with advanced public health training. 6. Level 5 English is required. 7. Demonstrated work experience or formal training in Epidemiology and Public Health, preventive medicine, and clinical or public-health research. 8. Minimum of four years of progressively responsible work experience in epidemiology or public health practice, epidemiological research, clinical medical research, related biomedical research, or for physicians, up to two years of clinical work experience treating patients in either a primary care or specialty care setting may be combined with public health practice work to meet qualifications. 9. Active, full, unrestricted license to practice medicine in either the United States, Thailand, Cambodia, or Viet Nam. Desired Qualifications: 1. Medical specialty board certification in either Preventive Medicine, Internal Medicine, Pediatrics or with sub-speciality in Infectious Disease. 2. Fluent (level IV) in Thai, Khmer, or Vietnamese. Able to translate and interpret complex technical scientific matter from English to Thai, Khmer, or Vietnamese and vice versa. Selection Factors: The applicant that represents the best value to the Government will be considered for award of this Personal Service Contract (PSC). To determine best value, the following factors will be considered: 1. The extent an applicant meets the minimum and desired qualifications based on information obtained through the application package and interviews. Note that interviews may or may not be conducted; therefore, the application package should clearly identify how well the applicant meets the minimum and desired qualifications of this position. References will only be verified for those applicants determined to have a reasonable chance of being selected for award. 3. Results of a cost assessment. The cost assessment will determine the total cost (salary plus benefits and allowances) of the applicant for the complete term of the contract (base period plus any option years). Basis for Award In determining best value, paramount consideration shall be given to technical merit (applicant qualifications and reference checks) rather than to cost.
