- This is a combined synopsis/solicitation notice for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in accordance with Federal Acquisition Regulation (FAR) Part 12. ATF has a requirement for Blanket Purchase Agreement(s) covering a five-year period for nationwide court reporting services. The services are transcription of administrative hearings and depositions. ATF may make one or multiple awards based upon geographical locations. Vendors may propose pricing based upon subcontracting arrangements. The types of hearings include Equal Employment Opportunity (EEO) cases, Federal Firearms License (FFL) revocation hearings, and Federal Explosives License (FEL) revocation hearings. ATF will not pay travel, lodging, or per diem costs connected with this requirement. Most of these hearings are located in the continental United States. Infrequently ATF has a need for hearings in Alaska, Hawaii, Puerto Rico, and Guam. Contractor should turn around original transcripts in10 business days or sooner for up to three copies. Depositions are short (usually less than 2 hours) testimony under oath. The agency anticipates 100-120 depositions nationwide per calendar year. Depositions require an original transcript and two (2) copies. Each FFL hearing typically lasts 1-2 days. ATF anticipates around 25-30 FFL hearings nationwide per calendar year. The contractor shall transcribe FFL hearings from tape or digitally recorded media. A court reporter/recorder/transcriber does not have to be present at the hearing. The contractor shall transmit these transcripts to ATF via electronic mail (e-mail) or CD-ROM. Each EEO hearing typically lasts 1-2 days. The contractor is to provide an original transcript and two (2) copies of each EEO hearing. ATF anticipates 10-15 EEO hearings nationwide per calendar year. Each FEL hearing typically lasts 1-3 days. The agency anticipates 5-10 FEL hearings nationwide per calendar year. These hearings require an original and 1 or 2 copies. The court reporter/recorder/transcriber must be present. The following FAR clauses and provisions are incorporated and are to remain in full force and effect: FAR 52.212-1, Instructions to Offerors Commercial Items (Jan 05); FAR 52.212-2 Contract Terms and Conditions Commercial Items Required to Implement Statutes or Executive Orders (Sep 05). Each offeror must fill-in the blanks and include a copy of the provision at FAR.212-3 Offeror Representation and Certification Commercial Items, with the proposal to be considered eligible. Blanks that are not applicable should be annotated by entering N/A. A copy of this clause may be found at http://www.arnet.gov/far/current/html. The NAICS is 561410 with a size standard of $6,500,000. Award will be made to the offeror(s) based upon the technically acceptable low cost to the Government.
