Description
This is a Sources Sought synopsis being conducted pursuant to FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time. This is an initial step in the planning process for the Enterprise Systems Engineering, Management, and Sustainment (ESEMS) for Air Force Weather (AFW). AFW requires enterprise systems engineering, management, and sustainment services for its diversified AFW systems that execute its mission of producing and disseminating real-time weather services and products worldwide. The 55th Contracting Squadron at Offutt Air Force Base, Nebraska, seeks potential sources that can perform the variety of non-personal services required. The solicitation, when issued, will be a Request for Proposal (RFP) and a best value source selection will likely be the method of contractor selection. The Government is contemplating award of an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to a single contractor with a performance period that will include a base year and four one-year option periods. The types of task orders that will be issued under the contract are planned to be Cost plus Award Fee (CPAF), Firm, Fixed-Price (FFP), and Cost Plus Fixed Fee (CPFF). All businesses capable of providing enterprise systems engineering, management, and sustainment services are invited to respond with capability packages. The capability package should, at a minimum, include examples of similar efforts performed within the last five years. Performance information includes contract number, dollar value, performance period, point of contact information for verification purposes, and description of the requirement. The Government will assess a company?s capability to provide the required support by evaluating the capability packages using the objectives/criteria identified below: Facility security clearance at the Top Secret level and ability to provide employees with Secret, Top Secret security clearances. A few employees may require TS-SCI clearances. Validation that the company possesses the Software Engineering Institute?s Capability Maturity Model Integration processes, certified to minimum of Level 4, with assurance of Level 5 within 18 months. Technical capability to perform - integrated sustainment engineering - long-range planning - project definition, management, and control - systems engineering and integration - technical baseline definition and maintenance - systems management - system security management - depot maintenance - system modernization (including design, prototyping, implementing hardware and software modifications, and/or addition of new capabilities) - supply support (including management and configuration of spares) Management capability to - develop, maintain, and use Integrated Master Plan/Integrated Master Schedule (including identification of dependencies and critical paths) - identify and mitigate risks - control costs and use Earned Value Management techniques Financial capability to perform a cost reimbursement contract (including whether the company has a DCAA/DCMA approved accounting system, approved purchasing system, approved estimating system, etc. and whether the company has current Forward Pricing Rate Agreements with a DCAA/DCMA point(s) of contact) Any information provided as a result of this sources sought synopsis is voluntary and the Government will not pay for any information submitted. Interested offerors shall submit 3 hard copies of their capability package to the following address: 55CONS/LGCZ, Attn: Sheila Rollins, 101 Washington Square, Offutt AFB NE 68113-2107, no later than 4:00 p.m. local time 28 July 2006. Packages should not exceed 25 pages, each single-side counting as one page, 8.5 x 11 inch, with one-inch margins, and font no smaller than 10 point Times New Roman. Ensure that the company name, address, a point of contact with e-mail address and telephone number, Federal Cage Code, Data Universal Numbering System (DUNS), and business size are included in the capability package. Also include the intent to be a Prime or Sub-contractor on this effort. The North American Industrial Classification System (NAICS) is 541512, Computer Systems Design Services, which has a small business size standard of $23M in annual gross income. Note, a small business firm must be able to perform at least 50% of the total requirement within its own company (FAR 52.219-14, Limitations on Subcontracting). The estimated magnitude for this requirement exceeds $100M. This sources sought synopsis should not be construed as a commitment by the Government for any purpose, nor does it restrict the Government to an ultimate acquisition approach.
