Description
This is a synopsis for a firm-fixed price contract for post security, inspection and personal security services. The contractor shall perform all program management, static site protection, facility access control and personal security detail for a complex within the International Zone as required by the Statement of Work. Contractor is responsible for all administrative and logistical support, including lodging, food services and transportation to and from the work site. The proposed performance period will be a base period of six (6) months with an option to extend for two (2) six month option periods. Guards are required 24 hours a day, seven days a week. Supervisors must be US citizens with a current SECRET level or higher clearance issued by the Department of Defense or Department of State. The government intends to solicit this requirement as an unrestricted requirement. Offers will be evaluated utilizing Best Value Procedures. The evaluation factors are Technical, Past Performance and Price. Technical is slightly more important than Price, and Price is more important than Past Performance. The government reserves the right to award the contract to an offeror other than the one proposing the lowest price. All eligible responsible sources may submit a proposal that shall be considered by the agency. The solicitation will be issued on or about July 07, 2006. The solicitation and all amendments will be posted and available for viewing and downloading on http://www.rebuilding-iraq.net/. NOTE: Any prospective US contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Offerors must also complete Offeror Representations and Certifications Application (ORCA) on-line at www.bpn.gov prior to submitting an offer. Firms responding to this solicitation should reference RFP number W9GXQ-06-R-0003. THE SOLICITATION RELEASE DATE IS CHANGED TO: ON OR ABOUT JULY 25, 2006.
