Description
This requirement will fall under the Foreign Military Sales (FMS) program. The information herein shall serve as baseline for the systems capabilities, configuration and specification. The proposed systems shall include all efforts for installation, system integration, ground and flight-testing, system operation, maintenance, logistic support, and training in country. If the requirements described below are unachievable or a cost driver, suitable alternatives shall be proposed. Introduction This document describes the capabilities required by the Egyptian Ministry of Defense (MOD) for the upgrade of existing surveillance systems to be installed in two Beechcraft 1900C aircraft. The information contained herein shall serve as baseline for the systems capabilities, configuration, and specification. The proposed systems should include all efforts for installation, system integration, ground and flight-testing, system operation, maintenance, logistic support, and training. If the requirements desc ribed below are unachievable or a cost driver, suitable alternatives shall be proposed. Two HF transceivers and two UHF transceivers (one /aircraft for back-up communications (voice/data) to ground and ships) and DGPS with technical specifications as enclosed are optional requirements. System Description The surveillance shall fly a one or two aircraft mission. The airborne sensor component can communicate via the data link to both the Stationary Ground Center (SGC) and the Mobile Ground Center (MGS) at the same time. Both airborne platforms contain identi cal mission equipment. Both can provide sensor reports of analyzed data to the SGC and MGC. The SCG and MGC can task both airborne platforms at the same time through the data link. There are four operators in the current airborne configuration. There are four operators in the current SGC located in a building, and there are four operators in the current MGC that consists of truck/shelter combination. The number of operators will rema in the same for the upgrade. 1 Requirements 1.1 General 1. SGC, MGC, and two Beechcraft 1900C shall be upgraded. 2. Provide complete as needed aircraft modifications 3. The SGC will be housed in a containment building (4 operators and mission equipment). The specification for the containment building (dimensions, volume, power, and HVAC requirements) shall be provided by the contractor. 4. The MGC will consist of a truck/shelter combination that is C-130 roll-on/roll-off transportable. 5. The entire MGC to include truck, shelter (4 operators and mission equipment), data link, and HVAC/power generator shall be provided by the contractor. 6. There shall be four operators in the Beechcraft 1900C. 7. Mission time from take-off to landing shall not be less than 4 hours 8. Installation in Egypt 9. Integration and test schedule that allows upgrades to existing systems with minimal disruption to on-going operations. 10. All upgrade work shall be performed in CONUS 11. Supplied materials shall be according to MIL-SPEC or ruggedized commercial standards or otherwise specified in this requirement 1.2 Systems 1. Airborne integrated systems to be installed on two Beechcraft 1900C aircraft including the following sub-systems with the following specifications: a. Wide Area Search MTI Radar & SAR/SLAR Radar b. Electronic Support Measures (ESM) c. Imaging System & Data Link 2. Ground Analysis facilities including the following: a. Stationary Ground Center (SGC) & Mobile Ground Center (MGC) 3. The airborne and ground equipment shall meet the applicable EMI requirements of Tables I through VII of MIL-STD-461E. 4. All installed equipment shall be electromagnetically compatible (EMC) and not cause undesirable response or degraded operation in any other installed equipment in both airborne and ground systems. 1.2.1 Airborne Equipment 1.2.1.1 Radar The radar requirements are 2 fold: Wide Area Search MTI and SAR/SLAR. The req uirements are listed separately, however, if both radar capabilities could be packaged as one, then their individual performance characteristics should be specified, including number of LRUs (Transmitter, Receiver, Processor, Antenna, Display etc.) and mee t the allocated power requirement. Aircraft power allocated for the radar, approximately 3000 watts required. In present configuration both radars cannot operate simultaneously. It is desired that both radars have the option of operating at the same time if possible. 1.2.1.1.1 Wide Area Search MTI Radar 1. Frequency--------------------X-Band 2. Operational Range-----------Up to 175 nm 3. Range Accuracy------------Better than 3% of slant range 4. Azimuth Accuracy----------Limited to 2% 5. Azimuth Coverage---------- 360 degrees 6. Operational Modes shall include: a. Detecting & tracking Maritime Patrol Aircraft b. Detecting & tracking submarines during hydroscopic status (Anti Submarine Warfare) c. Beacon for GMDDS. Radar is equipped with a special receiver to receive the reply from a beacon (transponder) which is used in Global Maritime Distress Safety System (GMDDS). d. Weather & weather contour 7. Display Formats a. PPI b. Sector scan capability: Automatic and/or operator controlled 45-360 degrees c. Offset sector scan: The sector of interest can be controlled by the operator d. Range delay defined as back track history e. Ground stabilization: The radar will have the ability to deliver the true bearing for the detected targets whatever the maneuverability of the aircraft. 8. Operational Altitude Range: from sea level to 25,000 feet 9. Target tracking/history capability 10. Target types: Land, maritime (up to sea state Force 6), air 11. PRF: Multiple PRF capability from 340 to 2275 Hz. 12. Antenna Gain: Not less than 30 dB. 13. System will be equipped with a suitable data recorders to be able to record the data and images in standard commercial formats and on standard commercial media types to be able to process the content using normal commercial PC 14. Capable of being integrated with the proposed airborne Data Link system. Only processed data is required to be transmitted to the ground. 15. ECCM Capabilities, including frequency agile transmission, jitter PRF, staggered PRF, Coherent Side Lobe Cancellation (CSLC), adaptive MTI, and jamming direction finder and fix. 16. Capability of interfacing with Mark-XII IFF system 17. Should be equipped with the following bus interfaces: At least, RS232, 422, 1553, and Ethernet. Additional bus interfaces are a credit. 18. Capable of displaying the following radar modes a. SAR / ISAR / GMTI 19. In addition to the above requirements, please provide: 1) Weight, 2) Volume, 3) Target Update Rate, 4) Scan Rate, 5) Detectable velocity ranges for land, water and air targets, 6) Probability of Detection, 7) Probability of False Alarms, 8) Azimuth Accuracy, 9) Antenna Gain, 10) Beam width, 11) Antenna Polariz ation, 12) Minimum radar target cross section (RCS-m squared) for land, maritime and air at different ranges, and 12) ECCM capabilities including direction finding. 1.2.1.1.2 SAR/SLAR Radar 1. Operating frequency  X band 2. Operational Range: 5 - 100 nm each side of the aircraft 3. Target location accuracy of 200 meter 4. 1 meter SAR resolution 5. Both strip and spot modes 6. Target types: Land and maritime (ISAR) 7. Side looking coverage from both sides of the aircraft simultaneously 8. System will be equipped with a suitable data recorder and able to record the data and images in standard commercial formats and on standard commercial media types to be able to process the content using normal commercial PC. 9. Zooming capability 10. Both moving and fixed target detection 11. Capable of being integrated with the proposed airborne Data Link system. Only processed data is required to be transmitted to the ground. 12. Should be equipped with the following bus interfaces: At least RS232, 422, 1553, and Ethernet. Additional bus interfaces are credit. 13. Capability of maritime and border patrol operations. 14. In addition to the above requirements, please provide: 1) Weight, 2) Volume, 3) Antenna Size, 4) Antenna Gain, 5) Squint Angle, 6) Depression Angle, 7) Antenna Beam width, 8) Antenna Polarization, 9) Swath width, 10) Spot mode size, and 11) ECCM capabilities. 1.2.1.2 Electronic Support Measures (ESM) 1. To monitor the electromagnetic environment providing 360o simultaneous coverage for interception of radiation 2. High probability of detection: 85% with probability of false alarm. 3. To record, analyze, classify, locate, display and transmit through the Data Link system the detected emitters in real time a. Air platform: Each capable to store up to 2 billion pulse descriptor words, up to 2 million emitter records, up to 2 hours of 16 MHz bandwidth raw IF data. b. SGC and MGC: Each capable to store up to 4 million emitter records 4. High accuracy automatic and manual ELINT signal processing and emitter identification 5. Automatic, precise measurement with side lobe suppression and emitter location determination 6. Frequency range: 0.1 GHz-18GHz (expandable to 40 GHz without significant modifications) 7. Accuracy: +/- 1 MHz & Resolution: 0.5 MHz 8. Direction of arrival accuracy: 0.5 to 1 GHz 6 degrees RMS 1 to 2 GHz 4 degrees RMS 2 to 4 GHz 3 degrees RMS 1 to 18 GHz 2 degrees RMS 9. Pulse repetition interval: 2 us  100 ms 10. Pulse width range: 100 ns  400 us 11. Tuning time: 100 us 12. Instantaneous dynamic range: 75 dB 13. Operational receiver sensitivity: 0.5 to 1 GHz -81 dBm 1 to 2 GHz -82 dBm 2 to 8 GHz -80 dBm 8 to 18 GHz -77 dBm 15. Scan parameters: 360 azimuth, -45 elevation 16. Signal types processed include: a. Stable pulse signal (simple, complex) b. Unstable pulse signal (regular, stagger, complex, jitter, sliding PRI, pseudo-random, pulse group modulation) c. Doppler d. Agile signal with stagger PRI e. Continuous wave 17. To measure the following parameters for the detected signal in high density environment: a. Direction & Time of arrival b. Frequency, Modulation & Polarization characteristics c. Pulse width & amplitude d. Scan period & Signal level e. Targets antenna rotation period f. Geographical coordinates 18. Capable of processing and recording pulse by pulse with radar signature determination and recording 19. Number of radars tracked simultaneously: more than 500 20. Library capacity: 5000 emitters at least 21. Measured polarization types: a. Horizontal & Vertical b. Slant / Circular (L/R) / Elliptical 22. Alarm: Audible and Visual 23. Capability of integration with proposed airborne Data Link system 24. Should be equipped with the following bus interfaces: RS232, 422, 1553, Ethernet at least (additional bus interfaces is an advantage/credit) 25. Equipped with suitable recording systems to be able to record the data and images in standard commercial formats and on standard commercial media types to be able to process the content using normal commercial PC 26. It is desirable that the Radar shall operate with the ESM system simultaneously with minimum electromagnetic interference. 1.2.1.3 Imaging System 1. Tri sensor payload: a. High magnification FLIR: i. 3 Field of view (2.5 - 28) ii. 2nd generation 8 - 12 m iii. Various output image formats with resolution 640 x 480 or better b. High magnification channel E/O: i. 4 Field of view (0.6 - 0.1) ii. 3 ccd color TV c. Low magnification zoom lens i. Wide Field of view (39 - 2) ii. 3 ccd color TV 2. Stabilized Gimbal: a. 5 axis gyro stabilization b. AZ/EL slow rate 60deg per second c. AZ range 360 d. EL range (+30 to  120) 3. Image processor 4. GPS integration (stamp on the frames) & frame output via SCSI 5. International space pointing mode (lat/long target) 6. Relative pointing mode (t arget bearing from aircraft) 7. DVD writer to record the system output in suitable commercial formats 8. Capability of integration with proposed airborne Data Link System 9. Should be equipped with the following bus interfaces: RS232, 422, 1553, Ethenet at least (additional bus interfaces is an advantage/ credit) 1.2.1.4 Data Link 1. Digitally encrypted Data Link to transmit data and images to the ground stations in real time 2. Two-way voice communication 3. Compatible with the following Data Link standard systems: a. LINK YE (YMK-1) b. LINK YMK-2 (is an advantage/credit) c. LINK ASN-150 (is an advantage/credit) d. LINK (is an advantage/credit) e. LINK  11 (is an advantage/credit) 4. Operating frequency range: HF, VHF, UHF 5. Number of participants: up to 50 participants with the ability to reprogram participants codes easily 6. Capability of containing and transmitting IFF message (SIF, NSM) 7. Should be equipped with the following bus interfaces: RS232, 422, 1553, Ethernet at least (additional bus interface a credit) 8. The Data Link system should be compatible with the existing wireless communication systems installed on the aircraft, currently VHF 22B, V/UHF ARC-182, HF-90 9. Broadcasting capability (is an advantage/credit) 1.2.2 Ground Equipment 1.2.2.1 Stationary Ground Center 1. Modular systems equipped with the following bus interfaces: RS232, 422, 1553, Ethernet at least (additional bus interfaces is an advantage/credit) 2. A means for upload and download of embedded software 3. Should be compatible with proposed Data Link system 4. Should receive all forms of data from the airborne systems in real time 5. Should display, record and analyze (and later in-depth analysis) the received data in real time 6. Allows two-way voice communication & generate a full target analysis list 7. Retrieved targets should be displayed using a graphical display 8. Should be equipped with a high resolution color plotter 2m width with the ability to plot discovered targets from all systems in suitable map formats 9. Equipped with DVD & CD writers to record the retrieved data in suitable commercial formats 10. Should be able to operate in real time with two aircrafts simultaneously 11. Capable of preparing threat library for ESM 12. Capability of playback of all records by all systems during a mission 1.2.2.2 Mobile Ground Center 1. Compact & handy design / All functions to be done by the stationary center 1.3 Computers 1. Upgrade the existing computer system at the operator consoles in the aircraft, the SGC, and the MGC with the latest version in the market at procurement time. System shall have at least: a. Pentium 4, 1024 MB RAM, 100GB hard disk drive b. CD-R/W & 3.5 inch floppy disk drive c. DSP card, Multimedia package & Ethernet port d. 17 inch SVGA color monitor e. Bi-language operation (English/Arabic) f. Ruggedized for ground and air environments g. RS-232, parallel, IEEE 488, serial (2ea USB) 1.4 Software 1. Upgrade the existing software in the surveillance system 2. Provide source code on suitable media (CD) and complete software protocols for all computers, controls, and hardware in the system. 3. Software interface descriptions for the adding of new functions. 4. The operator consoles shall have software configurable displays that allow multiple functions (i.e., sensor control via windows) per operator. Operators shall not be dedicated to any particular sensor or function. All operator consoles shall have the sa me capability and operate all systems simultaneously. 5. Threat library database (empty) with defined fields shall be supplied as part of the system with an easy update capability. 6. Desire that wavelength be reported instead of frequency 1.5 Environmental 1. All equipment for the aircraft shall meet the following: a. Operating Temp. (not in cabin): -25 to 65 degrees Celsius per MIL-STD-810E, 501.3, 502.3 b. Operating Temp. (cabin mounted): 0 to 50 degrees Celsius c. Storage Temp.: -20 to 70 degrees Celsius d. Humidity: 100% RH, driving rain per MIL-STD-810E, 507.3 e. Vibration: MIL-STD-167-1, notice 1 f. Shock: 10G max, half sine 11ms duration per MIL-STD-810C procedure I, method 516.2 g. Fungus: Designed/constructed to resist fungus when operated or stored in high humidity and temperature conditions h. Dust: MIL-STD-810D, 510.2 & Salt Fog: MIL-STD-810D, 509.2 Procedure I j. Lightning Protection: Protected against high voltage surges and nearby (not direct) lightning strikes 2. All ground equipment (except equipment in the containment building) shall meet the following: a. Operating Temp.: 0 to 50 degrees Celsius / Storage Temp.: -20 to 70 degrees Celsius b. Humidity: 100% RH, driving rain per MIL-STD-810E, 507.3 c. Vibration: MIL-STD-167-1, notice 1 d. Shock: 10G max, half sine 11ms duration per MIL-STD-810C procedure I, method 516.2 e. As needed modifications to the Beechcraft 1900C shall include avionics, power, avionics INS/GPS, mission equipment racks (including dedicated GPS/INS for mission equipment), operator consoles, data link/radar/ESM antennas, and associated cables and wave guides. 2. Power available is: a. 115 VAC, 400 Hz, 3 phase, 3 KVA b. 28 VDC, 300 Amp 3. Mission bay area should have windows; all other side areas should be enclosed. 4. Aircraft certification shall also be included in this effort 1.7 Logistic Support " Maintenance concept and repair at the LRU/intermediate level. System can be restored to operation by replacement of defective LRU. " All operator and level 1 maintenance manuals " CONUS operator and maintenance training " All necessary test equipment, special tools, calibration equipment " Recommended spare parts to support operation and maintenance of the system for two years " In country hardware & software technical support (Field service representative (FSR)) for the system including program updates and modifications for at least one year. " Factory and in-country training to cover system operation and required maintenance including full training data " Catalog data of all support equipment, parts, and spares in electronic media format " Transportation, handling, and packing: CFI/FOB 1.8 Technical Documentation (Data) " All system certification, documentation, engineering data, technical manuals (maintenance, operation, calibration, IPB, wiring diagrams, etc) for required maintenance levels " Updating of the existing aircraft technical and flight manuals with the data of the new system " Documented software functions per module including embedded software with source code " All output files should be well documented for further developments of analysis software " Documented interfaces between modules including hardware, communication protocol, and data formats 1.9 Quality Assurance that the system is aviation proven (air worthiness) 1.10 Warranty of system, sub-system, and repairable items up to one year Responses can be of any format.
