Description
The US Department of the Interior, Minerals Management Service (MMS), intends to award a sole source contract as a sponsoring Federal Agency to the Bren School of Environmental Science and Management, University of California, Santa Barbara for the following tasks in accordance with FAR Part 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. The Coastal Response Research Center (CRRC), Cooperative Institute for Coastal and Estuarine Environmental Technology (CICEET), the Minerals Management Service (MMS) and the Prince William Sound Oil Spill Recovery Institute (PWS OSRI) formed a partnership and jointly issued a Request for Preliminary Proposals for FY-2006 Cold Climate research. The CRRC is a partnership between the University of New Hampshire and the National Oceanic and Atmospheric Administration (NOAA). Additional information about the CICEET can be found at www.ciceet.unh.edu. The FY-2006 Cold Climate Request for Preliminary Proposals had a number of specific topic areas for oil spill research. There was a very extensive review and selection process of the White Papers received under this RFP and then for the full Technical and Cost Proposals that were requested by the funding parties. MMS determined that only one of the projects would benefit the MMS, and would therefore be funded. This project is entitled: "Oil Recovery with Novel Skimmer Surfaces under Cold Climate Conditions" submitted by University of California, Santa Barbara, Bren School of Environmental Science & Management. The objectives of this proposed research project is to conduct a comprehensive analysis of the adhesion processes between oil or ice-in-oil mixtures and various surface patters and materials that are being used or proposed for use in oil skimmers will be conducted under cold climate conditions (0o-5o C) water temperature. This research project will also conduct field scale oil spill recover tests at the US Army Corps of Engineers, Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, NH with three different oils. The PWS OSRI determined that this project was also suitable for funding and wished to partner with MMS to jointly fund this project and to leverage research dollars. The PWS OSRI will fund the laboratory portion of the project and MMS will fund the Ohmsett testing portion of the project. This project will be conducted in two phases. The Prince William Sound Oil Spill Recovery Institute will fund the first phase. The MMS will provide sponsorship funding for the second phase in the amount of $102,921 for a two year period of performance. The NAICS code for this requirement is 541690 "Other Scientific and Technical Consulting Services." This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may identify their interest and capabilities. Additionally, any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. All information received by the POC listed below by 4:00PM eastern time July 24, 2006, will be considered by the government. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the government. If no affirmative written response is received, the contract will be awarded without further notice.
