Description

This pre-solicitation notice is provided as required at FAR 5.201: The NAICS code for this procurement: 561621 The classification code for this procurement: D - Information technology services, including telecommunications services The purpose of this requirement is to obtain products and services in support of the Department of the Interior's (DOI) initiatives for HSPD-12, e-Authentication, and Human Resources (HR) Lines of Business (LOB). The DOI National Business Center (NBC), within the Office of the Secretary, has provided financial, information technology, payroll, HR, and other services to DOI and other government agencies for many years. It intends to expand its services as described below. HSPD-12. The NBC intends to expand its services to include the service components envisioned for Homeland Security Presidential Directive-12 (HSPD-12). The service components NBC intends to offer to DOI and potentially to other federal customers are: 1. enrollment service, 2. adjudication service, 3. card production service (tied to PKI and physical card production services), 4. card finalization service, and a 5. System infrastructure service. e-Authentication. The E-Authentication initiative will simplify secure interaction with DOI systems through a trust network that links Agency Applications and Credential Services for Government to Citizen applications. HR LOB. The vision of the federal e-Gov HR LOB initiative is government-wide, modern, cost effective, standardized, and interoperable Human Resource (HR) solutions providing common core functionality to support the strategic management of Human Capital. The OMB and OPM competitively selected the NBC as one of five federal HR shared service centers. Through this solicitation, the DOI and NBC will obtain business planning, systems engineering, and systems integration services in support of the HR LOB initiative. DOI views these three initiatives (HSPD-12, e-Authentication, and HR LOB) as interrelated to the point that they should be worked together to achieve desired automation and integration. The US Department of the Interior anticipates that the Solicitation will be released on or about July 24, 2006, and will be available for review and downloading from DOI's IDEAS website (http://ideasec.nbc.gov/j2ee/dbdown.jsp), as well as FedBizOpps (http://www.fbo.gov). The US Department of the Interior reserves the right to delay issuance of the Solicitation if additional time is required to issue a thorough Solicitation. Please do not contact this office if, on 7/24/2006, the Solicitation has not yet been posted to IDEAS or FedBizOpps. The Solicitation will be posted as soon as possible. All information, including technical requirements, evaluation criteria and instructions for preparation and submission of proposals will be contained in the Solicitation. Hard copies of the Solicitation document(s) will not be made available. The Government anticipates issuance of the Solicitation on the basis of "full and open competition". The Solicitation will be issued under the provisions of FAR Parts 12, 15 and other applicable parts. It is imperative that prospective Offerors understand that the US Department of the Interior is seeking a "total solution" from one vendor/integrator with any required sub-contractors already in place; multiple awards for component or partial solutions will not be awarded. Furthermore regarding HSPD-12, prospective Offerors are encouraged to read OMB (Office of Management and Budget) Circular M-06-18 dated June 30, 2006 which is available at the following link: http://www.whitehouse.gov/omb/memoranda/fy2006/m06-18.pdf Pursuant to this OMB Circular, all products and services proposed and provided in response to the HSPD-12 requirements in the Solicitation must be NIST/GSA-approved or will be approved by date of contract implementation. No additional information is available at this time; therefore, inquiries are not encouraged.
