- Description
- The Fleet & Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division, Philadelphia, PA intends to procure on a 100% small business set-aside basis for the U.S. Naval Observatory (USNO), Washington, DC services for satellite usage in support of the Two-Way Satellite Time Transfer (TWSTT) program. TWSTT allows USNO to compare a clock anywhere in the world to the USNO Master Clock in real time. The resultant contract is anticipated to commence 1 Oct 06 through 30 Sep 07 and also consist of four (4) twelve (12) month option periods for a total performance period of 60 months, if all options are exercised. A firm fixed price type contract is anticipated. The instant acquisition shall be conducted using the test procedures at FAR Subpart 13.5. Interested vendors will be asked to submit price and technical quotations. The evaluation for contract award will consider technical more important than price. The applicable North American Industry Classification System (NAICS) Code is 517410. The solicitation will be made available electronically upon its release, which is anticipated on or about 25 Jul 06 at the NECO web address: www.neco.navy.mil. Interested parties may download the Request-For-Quotation (RFQ) from the NECO website and are solely responsible for monitoring the above-mentioned website for posting. Quoters shall be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. In addition, quoters are required to go-online to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a quotation.
