The following requirements to the above quantities are as follows: The variety of weapon sights and irradiating devices to be evaluated span a rather wide rage of wavelengths in the electromagnetic spectrum (visible band ? IS, near infra-red band ? NIR, and the short wave infra-red band ?SWIR) and therefore require test equipment that can encompass that wavelength range. In addition, the evaluation of these devices require characterization of lighting equipment in a controlled test facility (which provides known light levels that span overcast starlight conditions and up through full clear daylight conditions), but also the characterization of light in the field which cannot be controlled, day or night. The lighting conditions in the scene as well as the resultant light of the image as viewed must be able to be characterized by the measuring equipment. The equipment that is produced by Photo Research, Inc. and cited in this requisition enables the characterization of light in these bands of radiation, and under the wide range of amplitudes that span high daylight to nighttime overcast conditions. Portability of the equipment is essential since the characterization of the radiation is not only needed in the test facility, but al so outdoors at remote test sites Some of the unique measurement requirements necessitate a capability to perform automated measurements. Additionally the equipment must be able to be calibrated with traceability to the National Institute for Standards and Technology. Associated software, if any, must not interact with the NMCI network. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using simplified acquisition procedures and commercial item procedures as set forth in FAR parts 12 and 13. Interested parties may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is NOT a request for competitive proposals, as the Government has determined that there is no other vendor that meets the requirements set forth above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
