- The Marine Corps Systems Command (MCSC), PG-13 Infantry Weapons Systems (IWS), Optics and Non-Lethal Systems (ONS), currently intend to enter into a contract with Labsphere, Inc. North Sutton NH. The North American Industry Classification Code (NAICS) is 333314. Anticipated award of contract is July 2006. The item description is special laboratory equipment to support testing in the Electro-Optic Test Facility (EOTF). The following is required for purchase: CLIN 0001 Quantity (2) SRT-99-240, Spectralon Reflectance Target, 24? X 24?, 99% (Part # AA-00837-000); CLIN 0002 Quantity (1) 3P-LPMS-060-SF, 6? Laser Power Measurement system with Germanium Detector System will be calibrated from 800nm - 180nm (Part # AS-02495-300); CLIN 0003 Quantity (1) SDA-050-U-RTA-CE, Photo Detector with cable (Part # AS-02522-100); CLIN 0004 Quantity (1) SCC-PM Power Input Multiple Single Wavelengths ? Calibration Set SC-5500 to display the total power entering a sphere at 31 single wavelengths from 350 to 1100 nm, every 25 nm (Part # SCC-PM-SI); CLIN 0005 Quantity (1) Wavelength Cal Std. Erbium Oxide 2? (Part # AS-01185-260); CLIN 0006 IAS-200-SF, 20? Internal Access Sphere (Part # AS-02670-000); CLIN 0007 Quantity (1) Shipping charge (to Dumfries, VA). The following requirements to the above quantities are as follows: the variety of weapon sights and irradiating devices to be evaluated span a rather wide range of wavelength in the electromagnetic spectrum (visible band?VIS, near infra-red band?NIR, and the short wave infra-red band?SWIR) and therefore require test equipment and targets that can encompass that wavelength range. The test equipment targets necessary to characterize these sights must present a uniform Lambertian source of light radiation over a 180 degree field-of-view that spans the 400 nm to 1800 nm spectral region, and that exhibits a very white, highly reflective (equal or greater than 99%) surface quality within that region of the spectrum. These targets must provide reference standards that can be app lied to the variety of systems under test in both a laboratory environment as well as a field environment. In addition, the evaluation of active systems require the characterization of the power emitted by sources which include lasers, visible flashlights and IR illuminators Additionally the equipment must be able to be calibrated with traceability to the National Institute for Standards and Technology (NIST). The equipment that is produced by Labsphere, Inc. and cited in this requisition enables that characterization of all these weapon sights and active sources, and in these bands of radiation. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using simplified acquisition procedures and commercial item procedures as set forth in FAR parts 12 and 13. Interested parties may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is NOT a request for competitive proposals, as the Government has determined that there is no other vendor that meets the requirements set forth above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
