- Description
- The Library of Congress intends to purchase through sole source from Atlas Material Testing Technology LLC., 4114 North Ravenswood Avenue, Chicago, IL 60613, an Atlas Ci4000 Weather-OmeterTM that will permit the Library to test collection and collection storage materials under a range of humidities, temperatures, and light exposures and to perform the experiments in accord with the Library's standards and ASTM, ISO, and other national and international standards. It is the Library?s understanding that the identified weatherometer is the only one commercially available in the U.S. that is capable of meeting the Library?s critical performance requirement for standardized testing that also meets the following needs: It must provide accurate, reproducible, and repeatable results for predicting environmental (light, heat, and humidity) effects on Library collection materials and collection storage materials; the interior must be 316 grade stainless steel and the light source must be a 6500 watt water cooled xenon arc lamp with a variety of filters so that the spectral output of the lamp can be varied; it must have a refrigerated air cooling system for the xenon arc lamp to reduce the amount of cooling water to reduce the possibility of floods in the space; it must have second wavelength monitoring capabilities including a beam splitter, dual filter housing, and lamp calibration, plus a filter lantern for meeting special test requirements; it must be digitally controlled by a panel that displays all test parameters, with a black panel temperature (BPT) range of 40? to 110?C and a black standard temperature (BST) range of 40? to 120?C, precise humidity control to allow 10%-75% relative humidity in light cycles and up to 100% relative humidity in dark cycles, and automatic control of variability in chamber temperature and humidity by being able to compensate for changes in ambient laboratory conditions; it must provide for a total testing exposure area of at least 6,500 cm2 and have precision nozzles to provide uniform spraying of samples with deionized water; it must be certified CE, UL, CSA, ISO, and EN compliant; it must have streaming data output in a format that is compatible with the Library's laboratory information management and data analyses methodologies, and the data must be able to either be stored onto portable media and or directly output via RS-232; and itt must be capable of meeting at a minimum the following standard testing specifications: ASTM G151, G155, D6695, D6662, D6577, D6551, D6083, D5794, D5071, D5010, D4798, D4459, D4355, D4303, D4101, D3451, D3424, D904, C1501, C1442, ISO 11341, 3917, 105-B02, 105-B04, 105-B06, 4892-1, 4892-2, 12040, and others. Any other company that, at the time of application, (1) is either legally incorporated as a U.S. business entity or capable of demonstrating through its business plan its intention to be fully incorporated as a U.S. business, and (2) believes its weatherometer can meet all the above equipment performance requirements can apply to the Library for consideration.
