- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is being issued as a Request for Quotation (RFQ) for a Brand name or equal "SPECTRA-PHYSICS PRO-290-30" Laser system with the following salient characteristics: 1. Laser system shall be a pulsed, Q-switched, flashlamp-pumped, Nd:YAG laser system operating at 30 Hz repetition rate with injection seeding for stable, mode-hop free, single-longitudinal mode operation; 2. Laser system shall have low energy or 'long-pulse' mode of operation with Q-switch fully opened to permit full flashlamp energy operation but at reduced laser pulse energies; 3. Laser system shall include wavelength harmonics generator crystal assemblies and all harmonic separator dichroic mirrors for the following wavelengths: 266 nm, 355 nm, 532 nm, additionally harmonic crystals shall be temperature stabilized in closed-loop temperature oven; 4. Laser system shall produce optical pulse energies at a minimum of: 750 mJ at 532 nm, 350 mJ at 355 nm, 90 mJ at 266 nm, and 1500 mJ at 1064 nm, all in unseeded mode; 5. Laser system shall have long term power drift of < 5% at 1064 nm and beam-pointing stability of better than 70 urad; and a beam divergence of < 0.75 mrad; 6. In injection seeded mode, laser spectral linewidth shall be < 0.005 cm-1; 7. Laser system shall have option of producing at least 400 mJ at 355 nm using injection seeded mode with EEO harmonic generator crystal; 8. Laser system shall have computer digital remote control capability via GPIB/RS-232 interface; 9. Laser system shall have built-in automatic water circulator timer system to maintain water purity and cleanliness during periods of non-use; 10. Laser shall be powered from single-phase 220 VAC < 60 A electrical power; 11. Laser system shall include installation and setup for initial use by Contractor-provided installation/service technician; 12. Laser system shall include basic user training by installation/service technician during installation and setup; 13. Laser system shall include one set of instruction manuals, and software & drivers (if applicable) for the operation and routine maintenance of laser system. 14. Laser system internal optical path shall be enclosed by beam tubes provided with a purge gas option to keep optical path clean and free from dust and contaminents for the greatest longevity of high-energy optical surfaces. 15. The laser system shall utilize gold-plated elliptical pump chambers for the maximum coupling efficiency between the flash lamps and the gain medium; 16. For ease of use and minimal down-time, the laser system flash lamps must be field-replaceable without removing the pump chamber/or disrupting the alignment of the laser system; 17. Warranty: the laser system shall covered by a 2 year warranty for all electrical and mechanical components; 90 days for all optical components; and 5 years for the laser pump chambers. The provisions and clauses in the RFQ are those in effect through FAC 05-09. The NAICS Code and the small business size standard for this procurement are 334516 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA GRC is required within 2.5 months (10 weeks) after receipt of order (ARO). Delivery shall be FOB Destination, NASA Glenn Research Center, Cleveland, Ohio. Note for those proposing shipping costs: any costs for shipping shall be included in the quoted price of each item. DO NOT quote shipping separately. The quoted price shall include intial basic training by technician and one complete set of instruction manual and software & drivers (if applicable) for the operation and routine maintenance of laser system. The DPAS rating for this procurement is DO-C9. Offers for the item(s) described above are due by July 19, 2006, 4:30 P.M. Glenn Research Center local time and may be mailed to NASA Glenn Research Center, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135, and include on the envelope the solicitation number. Faxed/electronic offers: NASA is not responsible for non-receipt of faxed or e-mailed offerors due to mechanical malfunctions or other reasons. The signed SF1449 must be mailed (an original signature is required for an acceptable offer). Your offer should include: FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), Cage Code, DUNS identification number (if the offeror uses Business Partner Network (BPN) Online Representations and Certifications Application (ORCA) and the Representations and Certifications (52.212-3) if not currently available on BPN, identification of any special commercial terms, description of items offered per 52.212-1 and as modified, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form attached to this solicitation (Ensure that the ?track changes? feature is turned off when word processing this form). Fill in Block 17a including CAGE and DUNS codes. A copy of a published price list, catalog price or computer page printout showing the price for the above Items may also be included if desired. (Note, the Contracting Officer may request this information if only 1 source provides an offer). Offerors shall provide the information required by FAR 52.212-1. Offerors may cite the web site for the specifications of the item offered in lieu of providing a paper copy that demonstrates all specifications are met. Web sites that are not viewable for any reason for up to 5 business days after the offer due date may result in the offer being determined to be non-responsive. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offerors shall so state and shall list the country of origin. Selection and award will be made to that offeror whose offer will be the most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements such as the delivery shall also be considered. Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the product offered meets the Government's requirement (see specifications above). It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). It is the quoter's responsibility to monitor this site for the release of amendments (if any).
