- This is a sole source combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicititation is being issued by Washington Headquarters Services Acquisition and Procurement Office (WHS A&PO), Washington DC. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The WHS A&PO intends to issue a sole-source purchase order under the Simplified Acquisition Procedures. This is a one year contract with four option years. National Academies is uniquely qualified to provide support for the Technical Activities Programs of the Federal Facilities Council. The acquisition is intended for support for the Technical Activities Programs of the Federal Facilities Council (FFC). The proposed contract action is for the initiation of one National Research Council (NRC) advisory study; for planning and conducting two, one-day workshops and four, one-day forums; developing a searchable database of facilities asset management best practices, and providing technical and administrative support for the activities of the FFC?s standing committees. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This combined synopsis/solicitation is not a request for competitive proposals; however the Government will consider all proposals received within 10 business days after date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications for Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions for Commercial Items, applies to this acquisition and should also be included. The NAICS code 541690 applies to this solicitation. This is not a Request for Quotation, nor is it an announcement of a forthcoming solicitation. Requests for copies of a solicitation will not be honored. All timely responses will be considered solely for the purpose of determining whether or not it is advantageous to the Government to conduct a competitive procurement; no award will be made on the basis of any response to this notice. A determination by the Government not to compete this proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
