- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This procurement is a Total Small Business Set-Aside and an award will be made utilizing the simplified acquisition procedures under FAR Subpart 13.5. The Bureau of Alcohol, Tobacco and Firearms (ATF) requires contractor to furnish and install one Environmental Walk-in Room per criteria below, for use in forensic examinations. Contractor will be required to demonstrate a fully operational Environmental Walk-In Room, complete with the following: Interior dimensions must approximate 8 feet x 8 feet x 8 feet and have exterior dimensions so that it fits into a space approximately 9?3? wide, 8?8?high and 11? deep. Door access into the laboratory space is approximately 7?6? by 3?9?.; Room must have appropriate air handling system to house a 5-port smoking machine, which will run under ISO conditions; Must be capable of maintaining tight temperature and humidity control +/- 0.2 C and +/- 0.5%RH; Must use a two-temperature control - Rh control to fix dew point and reheat to dry bulb. Cannot utilize steam control; The supplier must have demonstrated experience in the installation of numerous rooms for smoking machines. This is required to indicate familiarity with, and the ability to produce the specified equipment of the required quality; The supplier must have knowledge of the requirements for 5-port Smoking Machines produced by Cerulean and the requirements of ISO for cigarette smoke analyses. The room will be installed in a laboratory that typically operates between 19-23 C and 50-70% RH and will have one operator. The room should have an observation window approximately 1? x 1? and a door approximately 3? x 6.5?. The conditioning system must include alarm capability, safety devices including over-temperature safety switch and low water cutoff, digital high grade, thin film temperature compensated RH/temperature sensor/transmitter, a chart recorder recording dry bulb temperature and relative humidity and operate on 230V, 1 Phase 60 Hz service. Further requirements include on-site installation and training, written warranties covering performance, as well as defects, leaks in materials and workmanship, parts and labor. References, literature, brochures, and photographs must accompany proposal. Proposal must address each of the requirements. Contractor must demonstrate history of product performance and financial responsibility. Complete System must be delivered within 120 calendar days after receipt of order. Award will be based upon technical evaluation then price. All interested parties must submit a proposal on company letterhead along with a short capability statement by 5:00 p.m. EDT July 24, 2006. All proposals must substantiate ability and resources to complete this requirement. Contractor must be registered in the Central Contractor Registration (CCR), for payment via electronic funds transfer.
