- Requirements for Deployable Medical Unit In order to support a variety of medical missions in response to an emergency or disaster, the Department of Veterans Affairs is seeking sources for a deployable, multi-purpose asset that can be easily self-configured and adapted to a variety of uses. These include the delivery of primary care services, dispensing of pharmaceuticals, augmentation of patient care beds at a fixed or mobile medical facility, patient staging, administration, emergency operations, or housing of deployed personnel. The unit must be able to be pulled by a standard size (truck-based) SUV or pick-up, using a chassis mounted hitch and standard towing package, and have the ability to be employed and set up on site by no more than two individuals within two (2) hours.. Because the unit may have to be adapted to a variety of terrains in remote locations, it must have a solid, insulated floor and the ability to be leveled on site with integral leveling equipment (e.g., jacks or similar). Size of the unit when set up on site must be 400 square feet or greater and accommodate a minimum of 8 folding patient cots or 4 examination rooms, plus a small administrative area and sanitation facilities. Unit must have the ability to segregate these spaces by curtains or similar interior walls. When set up the unit's exterior walls must be able to withstand strong winds and heavy rain and be insulated against both heat and cold. The unit must have the ability to both cooled and heated with integral or externally connected equipment that is deployed with the unit. HVAC unit must have HEPA filtration with environmental controls that meet Joint Commission on Accreditation of Healthcare Organization (JCAHO) standards. Unit design and construction must also meet JCAHO Environment of Care standards for delivery of health care services. The unit must be able to be configured with GFI lights, GFI electrical outlets, and data/telephone ports to support its multi-purpose nature. The facility must be able to be fitted with sanitation facilities for both hand washing and human waste to include a grey water collection system. Unit must be deployed with a generator of sufficient size to provide for operation of the HVAC, lighting, and up to 30 110v outlets. When set up the unit must be able to be quickly connected to other similar deployable units and have a minimum of two entrances with stairs/ramp that can accommodate both ambulatory and non-ambulatory patients. To accommodate the later the unit must be deployed with a self-contained 36" X 72" loading/wheelchair accessible ramp. To ensure that maximum flexibility to meet a wide-range of medical missions, the unit must also have the capability to be outfitted with modular units to provide hygiene (shower, sink, and toilet) and kitchen (sink, stove/microwave, refrigerator/freezer).
