- Amendment No. 3 to Solicitation No. BBGCON3606S6178-MB, dated 5/24/06 is hereby issued to extend the proposal due date and to answer questions received from interested offerors. THE DATE FOR RECEIPT OF PROPOSALS HAS BEEN EXTENDED from 2:00p.m. EDT, Thursday, July 13, 2006 to 2:00p.m., EDT, Friday, July 21, 2006. Following are questions received and their corresponding answers: Question 1: Depending on the whether they are single function or multifunction, the difference in time could be 4/1 and the cost significantly different. We would suggest single function digital relays, either GE DIFC or Baslar BE-1-51B. For a multifunction relay then GE SR750. Based on the one-line E-501 it appears like the relays were single function since the relay was indicated as a 51 device. Please clarify. Answer 1: Please provide multifunction relays as required per the specification. A single function relay could be proposed as an alternate to the bid. Question 2: If IBB are just changing out breakers, why would there be any change in relay settings if the same ratio CTs are used? Please clarify. Answer 2: The Short Circuit and Coordination Study has not been updated and is required. Changes to the settings, if any, are part of this requirement. Question 3: Is the study limited to what is shown on E-502? Please clarify Answer 3: No, the study is not limited to E-502. The study is for the electrical power distribution system of the station. Please reference specification section 16055 3.2.B.
