Description
OVERVIEW As a matter of urgency, the German Government will pre-finance works in support of the expansion of the German Provisional Reconstruction Team (PRT) contingent of the International Security Assistance Force (ISAF) based in Mazar-E-Sharif, Afghanistan. The German Government is requesting additional infrastructure procurement measures to finalize the re-structuring of the Northern Region and build-up and effective Forward Support Base (FSB) in the area, both of which are time-critical issues. As part of the detailed planning work required for achieving full operational capability (FOC), the German Government intends to award multiple contracts. Germany is serving as the Host Nation for this project, which is expected to be authorized by the NATO Infrastructure Committee. The estimated value of this project is 11.6 million EUR ($14.8 million USD). At this time, it is unclear whether the German Government intends to advertise these civil works under International Competitive Bidding (ICB) or National Competitive Bidding (NCB) procedure, within the framework of the NATO Security Investment Program (NSIP). Eligible firms will be invited to bid on up to eight (8) specific civil works projects. However, the German Government has requested permission from the NATO Infrastructure Committee to be exempted from International Competitive Bidding (ICB) on some/all of these projects so that they can be handled under NCB rules for contract award, with individual contracts to be awarded to local Afghan firms. The Germans feel this way of proceeding will guarantee a timely implementation of work, while avoiding problems associated with contract award to a major contractor, especially in Afghanistan. Contract award to local firms allows direct influence to be exercised and avoid the often time-consuming entry formalities. In addition, the involvement of local firms offers the possibility to react swiftly to unforeseeable circumstances while, at the same time, enhancing acceptance by the local population which again serves the purpose of stabilizing the security situation of the northern region. Thus, they expect the stronger involvement of local trade and industry in contract award to have a stabilizing effect on the security situation. The reference of the Invitation for International Bid (IFIB/IFB) to be issued is unknown at this time. The U.S. Department of Commerce will be using the reference IFB-ISAF-GERMANY-FSB-MAZA-2006. SCOPE OF PROJECT The works and their estimated costs include the following: 1. Signal Centre with antenna field (2nd construction phase) - 5.0 million EUR 2. Build-up of recreational installations including sports facilities - 3.0 million EUR 3. IT/FM cabling with civil works - 2.0 million EUR 4. Patrol path - 1.0 million EUR 5. Water supply for fire fighting purposes - 0.2 million EUR 6. Waste collection point and recycling/disposal - 0.2 million EUR 7. Preparation of the working field for washing facilities (ground work, supply lines, sewage pipes, etc.) - 0.1 million EUR 8. Weather station - 0.1 million EUR BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which in turn forwards it to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the Host Nation when the Invitation for International Bidding (IFB) has been issued. IMPORTANT DEADLINES 1.
