Description
The Department of Commerce/National Institute of Standards and Technology intends to award a twelve (12) month sole source simplified acquisition for a renewal to the Elsevier Engineering Information, Piscataway, NJ to receive access to the Engineering Village 2. Engineering Village 2 is the premiere web-based discovery platform meeting the information needs of the engineering community. By coupling powerful search tools, an intuitive user interface with essential content sources, Engineering Village 2 has become the globally accepted resource of choice for engineers, engineering students, researchers and information professionals. Engineering Village 2 features the definitive bibliographic database covering engineering literature, Engineering Information's Compendex?; additionally, it includes a Lexis-Nexis News feed, USPTO, European Patent Office, Scirus, and Techstreet Standards. Engineering Village 2 offers a search interface and powerful search engine which allows novice and experienced researchers access to key engineering data sources and related materials. It offers an enhanced version of the Compendex database including over 1.5 million records available. By making additional records available, Engineering Village 2 allows more comprehensive searching than is available on other platforms, it has a Specialized Engineering Discovery Platform it offers essential engineering content sources including bibliographic databases, handbooks, standards, and patents, making it the most robust discovery platform focused on engineering related disciplines. Elsevier is the only source that can fulfill this requirement and therefore, the Government intends to solicit only this one source under the authority of FAR 13.106-1(b). Interested concerns may identify their interest and submit a capability statement that demonstrates in written narrative format detailed information addressing their ability to meet the requirement and objectives as described in this synopsis. Capability statements may be e-mailed to Barbara.Guise@nist.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for competitive proposals. No solicitation is available; therefore, requests for such a document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 7 days of this notice the Contracting Officer will proceed with the award to Elsevier.
