Description
The U.S. Department of Commerce/Bureau of Economic Analysis intends to negotiate on a non-competitive basis with The Research Foundation of State University of New York, The Rockefeller Institute of Government, 411 State Street, Albany, NY. The Government anticipates making a fixed price award of a purchase order for a twelve month period. The North American Industry Classification System (NAICS) Code for this acquisition is 541720 and the size standard is $6.5M. This requirement is to conduct a pilot study to collect real time expenditure statistics from local governments and to assess the resource requirements to accomplish this task should a survey be implemented to prepare local government expenditure statistics. The pilot study builds on and extends the Rockefeller feasibility study. Specific tasks to be performed on this requirement are as follows: 1, In collaboration with BEA and with input from the Census Bureau?s Government Division, select a sample of no more then nine local governments and develop a set of questions to use in a survey to collect expenditure data. 2, Conduct the survey on two occasions during or after fiscal year 2007 so as to capture total fiscal year spending for certain categories for the local governments in the sample. 3, Implement an effort tracking system so as to capture information about the time, technological, and human resources required to conduct the survey from a support and follow-up services perspective. Offerors certain they can meet the requirements are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Amy.SandersWhite@noaa.gov, Purchasing Agent. Note 22 applies with the exception of number of days advertised shall read 15 days.
