Description
Modification No. 0001 - The set-aside for 100% small business is hereby cancelled. The U.S. Department of Commerce, NOAA, National Marine Fisheries Services (NMFS), Southeast Fisheries Science Center (SEFSC) is acquiring services to collect economic data from commercial fisheries in Puerto Rico. The objective of the work is to collect demographic, revenue, variable and fixed cost, capital investment and other auxiliary information about small scale fishing fleets such as the hook and line, net, and dive fishing fleets operating in the Commonwealth of Puerto Rico. Contractors will only use SEFSC approved survey instruments for this data collection. It is meant to assist offeror?s with pricing their data collection services. A stratified random sampling strategy will be followed. Contractors will be responsible for pre-testing the survey instrument, training interviewers, conducting in-person interviews, developing a code book, accurately entering data into a database and providing a final report that is described in the statement of work. The Contractor will provide the database and the completed survey forms to NMFS staff. The Project Components are: 1) Research Design and Methodology; 2) Pre-Testing of Questionnaire; 3) Fieldwork; 4) Report Writing and Production. The Deliverables are: a) An interim report detailing the outcomes of project components; b) A second interim report upon completion of 50% of project component III to describe progress, problems encountered and solutions; c) A third interim report at the conclusion of project component to describe work performed throughout the course of the project; d) a final report to describe work performed throughout the course of the project; and e) the final database and completed interview forms. The estimated completion date of this acquisition is December 30, 2007. A portion of this work will be alternative or option items. The applicable NAICS code is 541990. The Central Region Acquisition Division (CRAD), requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR).
