Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, intends to procure construction services for furnishing and installing a hazardous material storage building at the National Marine Fisheries Service Laboratory at Galveston, Texas. The Contractor is required to furnish all labor, material, equipment and each and every item of expense for the construction of the building. The building shall be a total of 750 square feet; minimum height of 7 feet; two-hour fire-rated Underwriters Laboratory (UL) U425 wall design, consisting of 16 and 18 gauge galvennealed; steel joists, deck and studs with triple 518 fire proof gypsum secured to walls; protected with 18 gauge sheathing and chemical resistant coating; and shall be explosion proof modular. It must be vandal, theft, and bullet proof and high wind resistant (withstanding hurricane winds up to 185 miles per hour), rust proof, pre-assembled, double compartment, relocatable, and of predominantly steel or concrete construction. The building must meet all current Uniform, Standard, and National Building, Electrical, Mechanical and Fire Prevention Codes. It will be used to store hazardous material, waste, and preserved marine samples. The building must be suitable for segregation and storage of hazardous chemical waste as well as virgin chemicals. All materials used in the construction must be new and unused and the building must include a minimum 5-year warranty. The building must be factory mutual approved and manufactured to State engineered structural plans. It shall meet specific requirements relative to the doors, frames and mechanical, explosion proofing, and ventilation system. The contractor shall be required to complete the entire work ready for use within 180 calendar days from the date of the notice to proceed. This solicitation will be procured as a Commercial Items Acquisition in accordance with Federal Acquisitions Regulations (FAR) Part 12. This is a total small-business set-aside. NAICS Code 236220 applies. Estimated construction cost is between $100,000.00 and $250,000.00. Solicitation Number WC133F-06-RB-0032MLW with specifications and bid documents will be available within fifteen days after the publishing of this notice. All responsible sources may submit a bid which shall be considered by the agency. The Central Region Acquisitions Division requires that all contractors doing business with this Acquisitions Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR and be eligible to receive an award from this acquisition office, all bidders must have a Dun and Bradstreet number. Additionally, completion of on-line representations and certifications application (ORCA) is required.
