- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, FDA-SOL-06-00197, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-10. The acquisition is set-aside for Small Business. The associated NAICS code is 541513 and small business size standard is $ 23.0 Millions. The contractor will conduct an assessment of current practices in CBER and CDER product testing labs, and the communication practices between testing labs and the managed review process. After completion of the assessment, the contractor will suggest ways to streamline and standardize these practices. OFFEROR MUST COMPLETE AND SUBMIT WITH ITS PROPOSAL, FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS ? Technical Proposal shall be no more than 50 pages. Award will be made to the offeror providing best value to the Government in consideration of cost and technical proposal.
