Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. THIS ACQUISITION IS A TOTAL SET-ASIDE FOR SERVICE DISABLED VETERAN. The solicitation, FDA-SOL-06-00265, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-10. The associated NAICS code is 484210 and small business size standard is $ 23.5 Millions. The intent of this relocation contract is to provide an orderly and safe consolidation of multiple existing facilities into two new facilities being constructed at the Federal Research Facility in Silver Spring, Maryland. The FDA BioScience Library currently occupies two facilities in Rockville and another at the Federal Research Facility in Silver Spring Maryland. The FDA Security Branch currently resides at one facility in Rockville, Maryland. The Center for Devices and Radiological Health (CDRH) currently occupies six buildings located in Rockville. Facilities descriptions and addresses are provided in Attachment ?A?.The selected Contractor shall provide all supervision, personnel, equipment, vehicles, and moving supplies to relocate all designated Food and Drug Administration (FDA), Office of the Commissioner (OC) and Center for Devices and Radiological Health (CDER & CDRH) from their existing locations in Rockville Maryland, to the new Federal Research Center located in Silver Spring Maryland. OFFEROR MUST COMPLETE AND SUBMIT WITH ITS PROPOSAL, FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS ? COMMERCIAL ITEMS (MAR 2005). The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items and FAR 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. The additional FAR clauses cited in the clause are applicable to the acquisition: (1) 52.203-6 Restrictions on Subcontractor Sales to the Government, with Alternate I (JUL 1995), (2) 52.219-8, Utilization of Small Business Concerns (Oct 2000), (3) 52.219-14, Limitations on Subcontracting (DEC 1996), (4) 52.222-21 Prohibition of Segregated Facilities (FEB 1999), (5) 52.222-26 Equal Opportunity (APR2002), (6) 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (DEC 2001), (7) 52.222-36 Affirmative Action for Workers and Disabilities (JUN 1998), (8) 52.222-37 Employment Reports on Special Disabled Veterans, Veterans on the Vietnam Era, and Other Eligible Veterans (DEC 2001) (9) 52.222-19 Child Labor-Cooperation with Authorities and Remedies (SEP 2002) (10) 52.225-13 Restrictions on Certain Foreign Purchases (JUL 2000) (11) 52.232-33 Payment by Electronic Funds Transfer. 52.204-7 Central Contractor Registration (OCT 2003). Technical Proposal shall be no more than 25 pages. Award will be made to the offeror providing best value to the Government in consideration of cost and technical proposal. The Contract Specialist must receive any questions no later than July 19, 2006.
