Description
NOTICE OF UNSOLICITED PROPOSAL. The Health Resources & Services Administration (HRSA) intends to negotiate, on a sole source basis, with the Transplant Communications, Inc., Baltimore, MD 21224. This procurement will be processed in accordance with the Federal Acquisition Regulation (FAR) Parts 13. The purpose of this acquisition is for the production of a short (12-15) minute video overview of Donation After Cardiac Death (DCD) that will assist Organ Procurement Organizations (OPOs) in professional education efforts with hospitals in their service areas. The video will address the legal and ethical issues of DCD as well as the benefits for both transplant recipients and donor families. The video proposes also to provide steps to hospitals for instituting DCD programs and identify actions that donor hospitals, OPOs and transplant centers can use to eliminate possible barriers that might prevent creating a DCD program. Because the program is based on an unsolicited proposal, which the Government has determined to be an unique and innovative approach that was independently originated and developed by the offeror; without the Government?s supervision; benefits the Agency?s mission, and was not an advance proposal for a known agency requirement, the Transplant Communications, Inc. is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C. 253(d) (1) A, as set forth in FAR 6.302-1(a)(2) (i)(A). The Contractor has spent a substantial amount of research on this project and will do this work with a large portion of the effort as an in-kind contribution. The anticipated period of performance is for twelve (12) months. The NAICS code for this procurement is 541990. This announcement is for information only. NO SOLICITATION IS AVAILABLE.
