SYNOPSIS FEDERAL AVIATION ADMINISTRATION MARKET SURVEY FOR AVIATION ENGLISH INSTRUCTIONAL AND SUPPORT SERVICES General Information: The Federal Aviation Administration (FAA) is conducting a Market Survey to identify potential sources that can provide Aviation English instructional Services, related language enrichment activities, testing/evaluation/rating services, and consultation services. Overview - This requirement is for instructional and related services in support of an international aviation language training program to assist controllers and flight crews in reaching new language proficiency requirements set forth by the International Civil Aviation Organization (ICAO). Instructional services are for the delivery of two levels of training courses designed to lead participants to meet ICAO Pre-operational Level 3 and Operational Level 4 for licensing purposes. Included in the training are language enrichment activities that require contract support for logistical planning, ticket/fee payment, and transportation of the participants. Benchmark testing and rating according to the ICAO standards are required for placement and progress evaluation during the training. Training and/or testing may be required to be performed in various international or domestic locations. Consultation services may include course material revision to update training materials to conform to new ICAO requirements or guidelines as they become effective, assistance in setting up training programs at other locations, and similar services. The contractor may be required to travel to various locations and remain on location for extended periods of time. The duration of each training course is five weeks, and more than one class may be delivered in Oklahoma City or in-country one after the other. Past Performance and Experience - The FAA is looking for a contractor with a proven track record of excellence in the performance of contracts of a similar size and complexity. The contractor is required to show three (3) years experience within the past five (5) years of English as a Second Language (ESL) instruction using the communicative or interactive approach, testing, and materials development specific to aviation English. Past and present contract performance information must demonstrate the contractor is capable to perform the proposed effort. The contractor should demonstrate experience and/or knowledge of air traffic control phraseology and flight procedures, aviation English program experience, aviation English materials development experience using the communicative or interactive approach, knowledge and understanding of ICAO language proficiency requirements, and experience in testing language proficiency and rating such tests in accordance with ICAO standards. This announcement is not a Screening Information Request or a Request for Proposal of any kind. All interested parties are advised that the FAA will not pay for any information or for any administrative costs incurred that are associated with any response received from industry in response to this Market Survey. Therefore, any costs associated with Market Survey submissions will be solely at the interested party's expense. The purpose of this market survey is to solicit statements of interest and capabilities from interested sources. The FAA is seeking interested sources that are capable of providing instruction, consultation, and related services. At this time the nature of the competition has not been determined. In accordance with paragraph 5.3.4 of the AMS this market survey is being conducted in order to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists???The principle North American Industry Classification System (NAICS) code for this effort is 611710, Educational Support Services size standard of $6.5 Million. Interested firms are required to submit the attached Business Declaration form. Response to this Market Survey: Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. All responses (one response per company) are to be provided on company letterhead. No type font less than 12-point may be used. Responses must be received no later than 3:30 P.M, Central Time on July 25, 2006. The contractor must provide references of their past performance and experience in aviation English instructional and related services in contracts of a similar size and complexity. The contractor is required to show three (3) years experience within the past five (5) years with Federal, State, or Local Government or commercial sources. 3. The contractor will be required to show examples where they have met requirements for similar contract activities and performed all contract requirements without delay, interruption, or regards to workload. 4.
