- The 950th Electronic Systems Group (950 ELSG), Hanscom AFB, MA is requesting information to identify potential sources that can provide security personnel that will be utilized for the administration and oversight of Special Access Programs. Potential offerors will need to be knowledgeable and having an understanding in the following security requirements. (1) Physical Security (PHYSEC), to include knowledge of the Joint Army, Air Force and Navy (JAFAN) 6/9 Manual, the Director of Central Intelligence (DCID) 6/9 Manual and other related publications. Responsibilities include but are not limited to, construction, maintenance, and accreditation liaison for classified program areas; the management and implementation of secure facility access/entry control procedures; providing visitor control and uncleared personnel escort to security areas. (2) Personnel Security (PERSEC) with acknowledge of JAFAN 6/4. Responsibilities include, but are not limited to, responsible for all facility Indoctrinations and badge production and access control for specific Special Access Programs (SAP) areas; complete oversight of personnel security clearance monitoring and Periodic Review submissions; monitor all visitor and foreign travel control programs; coordinate SAP Program access procedures; maintain/update database of personnel accessed to SAP Programs. (3) Communications Security (COMSEC), to include but not limited to, providing oversight for a COMSEC account of over 400 pieces of equipment and related aides at multiple security levels; complete accountability and control including equipment order, inventory accountability, destruction/documentation and turn-in of equipment; coordinate quarterly STU III and STE re-keys on over 250 phones located in several facilities both on and off Hanscom AFB, provide STU III and STE initial training for all new users and annual refresher training on all personnel assigned to 950 ELSG and other ESC organizations. (4) Industrial and Information Security Support, to include but not limited to, security oversight for 8 Collateral Programs, providing Industrial Security Oversight for prime contractors and subcontractors through Visitor Group Support Agreements; updating and maintaining the Joint Personnel Adjudication System (JPAS) for approximately 135 military and civilian personnel assigned to Building 1614, Hanscom AFB, MA; process all incoming and outgoing visitor requests in support of collateral programs. (5) Computer Security (COMPUSEC), to include but not limited to, Information System Security Manager (ISSM) to establish, maintain, enforce Automated Information Systems (AIS) security programs for 12 SAP Local Area Networks (LAN?s) and 5 SAP Wide Area Networks (WAN?s) as well as enforce SAF/AQ, SAF/AAZ network policy; implement computer security programs for all UNCLASS and Collateral AIS IAW MAJCOM and Wing directives; ensure certification/testing are complete, in compliance IAW all applicable regulations, i.e. National Industrial Security Program Operating Manual (NISPOM), DoD NISPOM Overprint, DCID 6-3, Air Force Instruction (AFI) 33-202, DoD Information Technology Security Certification & Accreditation Process (DITSCAP) or DoD Intelligence Information System (DODIIS) and reported to proper authority; initiate protective/corrective measures when a security issue or vulnerability is discovered; monitor/test all AIS to ensure continued compliance with accreditation; develop an ongoing AIS Security Education and Awareness program. (6) Security Project Manager, to include but not limited to, Security Education and Training Program design & administration; Security Incident Program, Security Resource Management, Compliance across all security disciplines and programs, Continuous Guidance, Assistance & Oversight, Security Self-inspection Program Administration Approximately 60% of personnel selected under this contract must have a Top Secret security clearance and the remaining 40% must possess a Secret security clearance. Personnel provided under the this contract are required to possess an active Top Secret or Secret personnel security clearance prior to award and have a background investigation completion date within the past five years. The Government requests that interested parties submit a statement of qualifications of not more than twenty (20) one-sided pages, 8.5? x 11? paper, Courier type, 10 pitch with a minimum of one (1) inch margins with respect to the key features discussed above. Responses should include examples of similar efforts. The Government expects interested parties, either alone or with appropriate teaming partners, should meet the following criteria: (1) Possess or have the ability to obtain a U.S. Top Secret level facility clearance prior to award. (2) Have demonstrated experience with Special Access Program and SCI Program requirements, to include (a) physical security, (b) personnel security, (c) communications security, (d) industrial and information security, (e) computer security and (f) security project manager. (3) Information that summarizes your firm?s past performance on SAP and SCI contracts and a customer point of contact/phone number for each contract. (4) The size and socioeconomic status of your business (e.g., small, large, small disadvantaged). (5) If applicable, provide your GSA contract number and website for your labor rates and labor category descriptions. Nor does its issuance restrict the Government as to the ultimate acquisition approach. The information you provide will be evaluated to identify qualified potential offerors. ESC will not release to any firm, agency, or individual outside the Government, any information marked with a proprietary legend without the written permission from the respondent. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any cost incurred in developing the information provided to ESC.
