Description
The 375th Contracting Squadron at Scott AFB IL is comtemplating an award for two (2) manually operated car wash systems to include removal of the existing car wash system and installation of the new system. This is a commercial purchase using FAR Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. (ii) The solicitation reference number is F3S3216060A100, it is being issued as a Request for Quotation (RFQ). (iii) The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2005-11 and the Defense Federal Acquisition Regulation Supplement DCN 20060616 Edition. (iv) This acquisition is set-aside 100% for small business under North American Industry Classification Systedm (NAICS) code 333319. The small business size standard is 500 employees. (v) CLINS: 0001, Manually operated car wash system, 2 ea. (see descripton of requirements below). 0002, Dismantling and removal of existing RYCO R168 car wash system. Parts are to be moved outside of building to adjacent parking lot. 0003, Delivery and installation of CLIN 0001. PROVIDE PRICING ON EACH OF THE CLINS WITH YOUR RESPONSE TO THIS RFQ. (vi) Description of requirements: 1. The contractor will provide all material, equipment, shipping, and all labor associated with the dismantal and removal of the existing RYCO R168 car wash system at Bldg 570. Dismantled parts are to be moved to a parking lot adjacent to the building. The contractor will also provide material, equipment, shipping, and all labor associated with the installation of a complete and functioning replacement car wash system (including plumbing and electrical and the connection of wires to car wash controllers). Installation shall be in accordance with National Electric Codes (NEC). The building dimensions are as follows: Interior bay L68.5 ft / W20ft; Bay door W12.5 ft. 2. New Equipment Requirements: As a minimum, the manually operated car wash system must meet the following requirements: -3000 watt submersible heater with thermostat. -Overhead boom having 360 degrees of motion with pressure wand. -Stainless steel wall mount boom with 20? supply hose. -Compatability with Syn-tech Fuel Master System used to activate pressure carwash systems on timer. -Compatability with existing 115VAC electrical supply, which may necessitate the installation of surface mount conduit, where required, and dedicated circuit for 2 bay wash sytems with 3000 watt submersible heater with thermostat. -One (1) year warranty for hardware and installation -Customer training on use and care of hardware 3. Government will provide 115 VAC electrical power and access to main breaker and a concrete floor/wall suitable for mounting the control unit, booms, and conduit. 4. Work Location: Bldg 570, Scott AFB, IL 5. Use of Utility Services: Contractor shall be permitted the use of utility services (water, electricity, and latrines) from the governments existing services while in performance with this contract. 6. BASE HEALTH AND SAFETY REGULATIONS: The contractor will comply with all applicable provisions of EPA, OSHA standards, Corps of Engineers Manual, EM 385-1-1, entitled, ?General Safety Requirements? and shall conform to all Federal, State, Local and Base health regulations as well as directives pertaining to safety, fire, traffic and personnel clearances insofar as they pertain to the contractor?s activities on Scott Air Force Base. 7. Notification: Service and building access will be scheduled with TSgt Isenogle, at (618) 256-6321. 8. Site Workmanship: All work under this contract shall be performed in a skillful and workmanlike manner. Daily cleanup of worksite is required to maintain safety and a presentable appearance. (vii) The Government desires FOB Destination, Scott AFB IL within 30 days after receipt of order. Offerors must provide warranty information specific to all equipment and installation. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition.
