Description
1. Subject. A purchase order will be awarded for an engineering and scientific consulting firm to perform governor tuning. The work will be on ten Woodward Analog Mod II governors at Bonneville Dam Powerhouse #2, Columbia River, Oregon. 2. Contra ct Information. A purchase order will be awarded for an engineering and scientific consulting firm to perform governor tuning and model verification. The work will be on ten Woodward Analog Mod II governors at Bonneville Dam Powerhouse #2, Columbia River, Oregon. 3. Project Information. The work shall consist of testing the generators and associated controls to verify the performance of the control systems, verifying existing models for the control equipment and generator, and identifying latent problem s. A technical report will be provided and will include all test procedures and results, models for the generator, governor, exciter, and power system stabilizer. The final report will be in such a format as to be used as an official Western Electricity Coordinating Council (WECC) submittal. 4. Selection Criteria. Selection for this purchase order will be based upon the experience of the offeror in performing the subject work. The selection may not be made to the lowest price offeror, but shall be made to attain the best value for the Government. a. Technical Qualifications: The offeror shall furnish evidence that the staff that will perform the analysis has experience performing similar governor tuning and model validation. Offerors that provide evide nce of previous experience with governor tuning and model validation for the Corps of Engineers will receive higher rankings. 5. Price Proposal. Price is not a selection factor under this purchase order. In order to expedite the required services, the offerors are requested to submit a cost proposal at the same time as qualifications. 6.
