Description
THIS MODIFICATION ADDS THE PREVIOUSLY OMITTED RESPONSE DATE OF AUGUST 4, 2006. THE RESPONSE DATE IS ESTIMATED, OFFERORS SHOULD VERIFY THE RESPONSE DATE IN THE ACTUAL SOLICITATION. The Department of Interior, National Park Service, John Muir NHS is soliciting quotes from qualified firms, on a full and open competitive basis, to enter into a firm fixed-price construction contract to restore surface treatments to some of the Muir Home interior walls and ceilings. Work includes but is not limited to removal of non-historic wallpapers in the downstairs hallway, stairway, and upstairs hallways and ceilings of the historic Muir Home; repair, as necessary, exposed plaster walls after removal of paper. Project to be priced two ways: Alternate pricing #1 - Apply one (1) coat of latex primer on same wall surfaces and one (1) layer of sizing as preparation for future wallpaper application. Apply one (1) coat of latex primer and two (2) coats of color to the ceilings; or Alternate pricing #2 - Apply, to same walls and ceilings, one (1) coat of latex primer and two (2) coats of color with a finished hand-brushed appearance. NAICS Code for this project is 238320 and the small business size standard is $13.0 million. Contract duration is approximately 45 days following notice to proceed. In accordance with Federal Acquisition Regulation Subpart 36.204, the price range for this procurement is between $25,000 and $100,000. This is a "Best Value" negotiated procurement: the Government will consider an offeror's capability (technical expertise and past performance) in comparison to the offered price, with price equal in importance to the offeror's capability. In addition to price, Offerors will be evaluated on the following: 1. Experience with similar projects; 2. Project Management; and 3. Past Performance on similar wall and ceiling treatment projects. A site visit will be scheduled for all interested and qualified parties with the time and date to be announced in the solicitation. The solicitation and attachments will be posted through electronic commerce on or about July 17, 2006, at the following website: www.fedbizopps.gov. All amendments will also be posted to this website. Responses will be due approximately 18 days following the date of posting of the solicitation unless extended. Solicitation packages will NOT be available in hard or paper copy.
