- Request for Comments This is not a notice for a solicitation. This is only a Request For Comments (RFC). The Government does not intend to award a contract or any type of agreement on the basis of this RFC or to otherwise pay for the information solicited under this RFC. This is NOT a request for proposal or an invitation to bid; merely a request for comments. Background: The Water Resources Discipline (WRD) of the USGS operates a critical real-time data collection system that provides data to support both the routine management of water-affected resources and emergency planning during extreme hydrologic events, such as flooding. The major data acquisition system that the WRD uses is the Geostationary Operational Environmental Satellite Data Collection System (GOES DCS) which allows data to be acquired from remote sites using the GOES satellites. A major vulnerability to WRD's system is the GOES receive facility at Wallops Island, Virginia operated by the National Environmental Satellite, Data and Information Service (NESDIS) of the National Oceanic & Atmospheric Administration ( NOAA). This facility is currently a single point of failure for acquiring data from the GOES DCS for WRD and other users who either directly or indirectly receive data from this facility. WRD is addressing this vulnerability by placing a Direct Readout Ground Station (DRGS) system at the USGS Center for Earth Observation and Science (EROS) at Sioux Falls, South Dakota. The DRGS will receive data directly from the GOES satellites and provide an alternate source for data transmitted over the GOES satellites. NOAA/NESDIS intends to support the implementation of this system by the USGS as long as the USGS agrees to receive the entire GOES DCS data stream and allow other GOES DCS users who are also dependent on the facility at Wallops Island to acquire data from this system as an alternate source to Wallops Island. This system will become the major part of an interagency GOES Emergency Data Distribution Network (EDDN) supported by both GOES DCS users and NOAA/NESDIS. To increase the independence of this alternate data collection system, WRD will consider as an option installing a GOES pilot transmitter at the Center for EROS. A pilot transmitter provides a reference signal that is used by all GOES receivers. The pilot transmitter at the Center for EROS would be a backup for pilot transmitters operated by NOAA/NESDIS. Finally, WRD will install a DOMSAT receiver that will acquire data from the Wallops Island facility via the DOMSAT communications satellite to provide a data feed from the Wallops Island facility to the Center for EROS. The receiver will require the installation of a suitable antenna which shall be a part of the procurement. Important General Requirements: The procured system is intended to operate continuously 24 hours a day, 7 days a week and should be as automated as possible, requiring minimal operator intervention. Significant events and failures that require operator intervention should be brought to the attention of staff support via alarms and critical event messages. All components of the system shall have the capability to be monitored and controlled both locally and remotely over a Wide Area Network (WAN). Request for Review and Comments: Drafts of a statement of work and system specifications have been developed by USGS/WRD and USGS/EROS for the procurement of the system described above. They include the following documents: Statement of Work for a GOES Direct Readout Ground Station (DRGS) System at the Center for EROS Specifications for a GOES Direct Readout Ground Station (DRGS) System at the Center for EROS DAMS-NT Network Interface Specification 300/1200 BPS GOES Data Collection Platform Radio Set (DCPRS) Certification Standards These documents may be accessed by clicking on the link below: http://www.usgs.gov/contracts/docs/GOES/goesndx.html This Request for Comments (RFC) is to allow all vendors that may be interested in responding to a future Request for Proposal (RFP) to review these drafts and supply comments and suggestions. USGS is a strong advocate for the small business community and interested small businesses/lead teams and joint ventures that qualify as small businesses are especially encouraged to submit a response to this notice and should identify the business name and business size [large, small, 8(a), etc.]. Responses should comment on the firm's ability to meet the Section 508 requirement for accessibility of user controls, displays and interfaces. Responses to this request should be in the form of documents in the Microsoft Word format. Responses should be sent to the Contracting Officer, Lynda McCarthy, at lmccarthy@usgs.gov. Responses are due no later than August 1, 2006. All comments and suggestions will be seriously considered and, if appropriate and in the best interest of the government, may result in modifications to the above drafts before a Request For Proposal (RFP) is issued.
