Description

The Naval Air Systems Command (NAVAIR) intends to issue a firm fixed price Delivery Order under BOA N00019-05-G-0016 to Simula, Inc., Phoenix, AZ to inspect, repack, and vacuum seal Main Canopies into new vacuum packages; Inspect (leak check), repack, and vacuum seal Life Raft assemblies in new vacuum packages for the U.S. Navy. This action will be negotiated on a sole source basis under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Simula is the only source for support relating to the Thin-Pack Parachute Product Line. Simula produced the original Canopies and Life Raft assemblies for the E-2C aircraft and they are the only source currently using this Crew Back Parachute Assembly technology. As a result, only Simula has the requisite knowledge, skills and ability to manufacture form, fit and function equivalent components which may be required in support of the current PSE requirement and they are uniquely qualified to fulfill the government?s requirements within current budget and time constraints.
