Description

The Naval Air Systems Command (NAVAIR) intends to award a contract with Orbital Sciences Corporation (OSC), Launch Systems Group, 3380 South Price Road, Chandler, Arizona 85248, for full rate production of SSST target vehicles, associated hardware, kits, spares, and sustaining engineering under the GQM-163A Supersonic Sea Skimming Target Program. The basic contract is to be awarded in fiscal year 2007 and contain one (1) option in fiscal year 2008. A quantity of approximately 13 targets will be awarded under the basic contract and approximately 13 targets will be awarded under the option. Award for the targets will be under a Fixed Price Incentive Firm (FPIF) type contract and spares, containers and engineering services will be awarded under a Firm Fixed Price (FFP) type contract. The GQM-163A was developed to perform the anti-ship supersonic missile threat simulation for the Navy weapons systems tests. OSC is the sole designer, developer and manufacturer of the GQM-163A supersonic target and is therefore, the only source that possess the necessary technical data, knowledge, experience, and expertise to perform these efforts, This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
