Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to issue a request for quotation for a single source to provide a Shredder / Chipper. Delivery will be located at AUTECU, Port Canaveral, FL. The RFQ will be issued as a 100% SMALL BUSINESS SET-ASIDE COMPETITIVE PROCUREMENT. The Shredder/Chipper shall be a diesel engine powered 12 inch capacity disc unit. The Shredder/Chipper shall be used to reduce wood into smaller particles for composting or biomass fuel, thereby helping facilities to meet the requirements of the Executive Order (EO) 13101, which call for executive agencies (e.g., Department of Defense) to incorporate waste prevention and recycling into their daily operations. Following are the minimum requirements: Weight: Not to exceed 3,500 lbs. Length: Transport length shall not exceed 13-ft 6-inches; operational length shall not exceed 17-ft 6-inches. Width: Approximately 7-ft 3-inches Height: Approximately 7-ft 3-inches Engine: Minimum 86 HP diesel engine Noise Level: Less than or equal to 80 decibels at 50 ft from the unit in all directions. Chassis Frame: The chassis shall include a 6-inch frame designed to maximize stability and handling. Crossmembers shall be coped and welded. Axle: The shredder/chipper shall include a heavy duty 6,000 lb. torsion type axle. Six lug pattern wheels with greasable bearings shall be included. Fenders: The shredder/chipper shall include a one-piece 11 gauge fender. Fenders shall be bolted to the frame to ensure ease of replacement. Backing splashguards shall be included. Brakes: Heavy duty, self-adjusting electric brakes shall be included. A safety breakaway switch shall be incorporated. Tires: The shredder/chipper shall include 75R15, Load Range D radial tires, mounted on heavy duty 6 lug wheels. Jack Stand: The jack stand shall be bolt on type of minimum 7,000 lb. capacity. A drop leg with pin along with a stationary ft pad shall be included for safety and convenience. Safety Chains: Two (2) 3/8 inch x 6 ft safety chains with grab hooks shall be included. Tow Bar: The tow bar shall be a 26 ft sq. tube with 2 ft-1/2 inch pintle ring or 2 inch ball ace-mounted to a 1-inch thick plate, adjustable for a range of height up to 4-1/2 inches . Fuel Tank: The shredder/chipper shall include a Federally approved fuel tank minimum 26 gallon capacity including lockable cap and padlock. The tank shall be rubber isolated at frame mounts to absorb shock. Lighting: The Shredder/Chipper shall include a heavy duty taillight package certified to conform to all D.O.T. specifications. The brake lights, directional signals, and clearance lights shall be hermetically sealed and shock mounted with grommets, and flush mounted to the frame for protection. Both the license plate light and bracket shall be mounted within the steel plate to provide protection. The wiring for all lighting shall be within conduits to provide shielding at all strategic points. All connections shall be soldered within the wiring harness. Battery Box: The battery shall be enclosed within an all steel frame, frame mounted box. A padlock shall be included. Cutting System Rotor: The rotor shall be precision-machines and faced on all surfaces to ensure a uniform balance. Rotor Shaft: The rotor shaft shall be constructed of forged steel. Bearings: Greasable, four-blot flange-type bearings with static misalignment capabilities shall be included. Chipper Knives: The shredder/chipper shall include four (4) high-carbon cutting knives with serrated backs to enable quick blade changes and full-length interlocking support. These blades shall be approximately 3/8-inch thick x 3-ft wide x 12-inches long. Feed Plate Anvil: The Shredder/Chipper shall include a hardened solid steel cutter bar. The cutter bar shall be adjustable, and shall have four (4) usable cutting edges. The cutter bar shall be approximately 3/4 inch thick x 3 inches wide x 12 inches long. Rotor Housing: The rotor housing shall be constructed of 5/8 inch thick A-36 grade steel plate, welded and precision-machined. Feed Plate: The feed plate shall be a heavy duty reinforced steel weldment designed to withstand heavy shock loads. Additionally, it shall be designed to allow quick adjustments and replacement in the event of heavy wear. Flywheel: The flywheel shall be machined from solid 1018 steel plate, and shall measure approximately 18 inches in diameter by 4 inches thick. The flywheel shall be dynamically balanced to allow for smooth operation of the blower system and stored energy backup for the rotor. Infeed Chute System: The all steel, heavy construction infeed chute shall measure approximately 42 inches wide by 27 inches high by 33 inches deep. The chute shall be fitted with a folding feed table designed to position the operator to the left or right of center while feeding the chipper. Folding Feed Table: The included folding feed table shall be approximately 45 inches wide by 50 inches long. The table shall be designed to position the operator to the left or right of center while feeding the chipper. Overall length from the nip point of the rotor to the end of the folding feed table shall not exceed 77 inches. Discharge Chute: The Shredder/Chipper shall include an 80-inches all steel round discharge chute designed to propel the chips using centrifugal force. The deflector shall be capable of 360 degree rotation to allow for side discharge applications. Hydraulic Lift Cylinder: A hydraulic lift cylinder shall be included to enable the operator to raise and lower the top feed wheel through actuation of a valve located at the rear of the unit. This will allow for large diameters of wood to be fed into the Shredder/Chipper. Inclusion of the hydraulic lift cylinder will allow for two modes of operation, manual or normal mode when the hydraulic lift cylinder is not activated and lift mode where the hydraulic lift cylinder produces 2600 psi and the lowering mode produces 3500 psi. Electronic Feed Control: The Shredder/Chipper shall include an electronic feed control system to sense feed overload on the chipper disc through the use of a magnetic sensor on the disc shaft. The electronic feed control shall be activated via toggle switch mounted on the engine cover for manual operation. Corrosion Protection: Epoxy-priming shall be included on the inside and outside of the frame in order to ensure rust protection. Warranty: Minimum of 2 years the entire Shredder/Chipper unit, 5 years for axle. Logistics: Illustrated reference manual including troubleshooting and maintenance, in addition to on-screen instructions Workmanship/Safety Standards: The Shredder/Chipper shall be in compliance with ANSI and DOT requirements. This requirement shall be fulfilled by supplying commercial items as defined in Section 2.101 of the Federal Acquisition Regulation. Interested parties will be required to submit, with their quotation, information to evaluate technical, past performance, past experience and price aspects. These four factors will be evaluated as equal in weight under a best value evaluation. The estimated issue date for the RFQ is 18 JULY 2006. This RFQ will be posted on the NAVAIR web site at www.navair.navy.mil.
