- The Integrated Communications and Information System Division of the Naval Air Warfare Center Aircraft Division (NAWCAD), (Code: 4.5.10.5), St. Inigoes, MD, intends to award a Firm-Fixed Price Purchase Order to NORTHROP GRUMMAN PRB SYSTEMS, INC., 43865 Airport View Dr, Hollywood, MD 20636, on a Sole Source basis for procurement of a Training Readiness Assessment Device (TRAD)-600 Data Extraction Unit to provide technical and operational support during PEO Integrated Warfare Systems (IWS) Test and Evaluation events on board U. S. Navy surface combatants ? a NAVSEA system. As the Original Equipment Manufacturer of the TRAD-600, Northrop Grumman has a unique understanding of the AN/SLQ-32 communications bus to which the TRAD is connected and is the only company that can comply with Weapons Specification-33610 ?Electronic Surveillance Requirements Specification? which is classified as SECRET. The required equipment must be compatible with the existing weapons system and interchangeable with previously purchased TRAD units. The Contract Line Item Number(s) (CLINs) and Descriptions for this procurement are: ** CLIN 0001 ? P/N: TRAD-600, ENVIRONMENTAL GENERATOR ? (Qty ? 1 Unit Ea) ** This acquisition is being solicited on a Sole Source basis under the Statutory Authority Federal Acquisition Regulation (FAR) Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by 10 U.S.C. 2034(c)(1). Northrop Grumman is the only qualified manufacturer of the required equipment that will satisfy the Government?s need for intended application. The North American Industry Classification System (NAICS) Code is 335312 with a Size Standard of 1,000 employees. Award is anticipated by 28 July 2006, with a required delivery date of 31 December 2006. Contract is to be FOB Destination to Receiving Officer, NAWCAD, Building 8115, Villa Road, St. Inigoes, MD 20684-0010, and shall be Marked For (M/F) as specified. Inspection and acceptance shall be made at destination. The DPAS rating for this solicitation is N/A. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis is for informational purposes only. However, interested parties may identify their capability to respond to this requirement. The Government will not pay for any information received and reserves the right to process the procurement based upon the responses received.
