Description
The Naval Surface Warfare Center, Carderock Division, (NSWCCD) has been tasked to develop a completely reconfigurable payload for unmanned vehicle systems and in support, requires a license agreement for MPEG4 AVC/H.264 IP Core and Software. Using Simplified Acquisition Procedures, NSWCCD intends to negotiate a non-competitive procurement with 4i2i Communications Ltd; and award a firm-fixed price purchase order under the authority provided in FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The first objective is to develop an advanced and reconfigurable information processing and a communications exploitation environment within restricted size, weight, power and performance limitation characteristics. The 4i2i embedded IP Core software works exclusively with Alpha Data?s PMC cards to provide a unique image compression algorithm. While other H.264 algorithms exist in the market, none has been implemented on PMC cards such as that supplied by Alpha Data. This embedded software supports not only the intellectual Property Core (IP) cited below, but it is the only system within the PMC format that has the unique VHDL interface and Communications Modules that will support the reconfiguring capability required for this project. The combination of the PMC card and IP core is the only solution currently on the market that will enable successful implementation of Panther II requirements. Panther II will require the use of highly-proprietary technology which is enabled only by the flexibility of the Alpha Data hardware. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 07/26/2006.
