- This announcement is not a Request for Proposals (RFP), and constitutes only a sources sought for a potential solicitation. SPAWAR Systems Center, San Diego (SSC SD) is seeking Small Disadvantaged 8(a) and other Small Business (SB) firms with current relevant knowledge, experience and capability to perform a contract to provide In Service Engineering Agent (ISEA) support and installation support for non-integrated shipboard installations. This support will be primarily for use by SPAWAR Systems Center San Diego Code 2623, the RF Communications Fleet Engineering Division for the AN/WSC-3(V) Radio Set - UHF SATCOM and LOS Transceiver, AN/WSC-6(V) Radio Set Group - SHF SATCOM, AN/WSC-8(V) Radio Set ??? Challenge Athena, AN/USC- 38(V) Radio Set - EHF SATCOM,Advanced EHF (AEHF), C- 12509 Navy EHF Communications Controller (NECC), TDMA Interface Processor (TIP), AN/SSR-1A Receiver System, AN/URC-109 HF Radio Group (Marconi), AN/URC-131 HF Radio Group (Harris), AN/URR-79 LM/MF/HF Receiver System, R-2368A LF/MF/HF Receiver, AN/URT-23() HF Transmitter, AN/SRC- 54 Radio Set - Navy Shipboard SINCGARS VHF, RT-1730()/SRC, AN/SRC-57 Digital Wideband Transmission System (DWTS), Digital Modular Radio (DMR,) Joint Tactical Radio System (JTRS), OE-82(V)/WSC-1 (V) ANTENNA GROUP, OE-(570) UHF SATCOM Antenna System, Light Weight Communications Antenna (LWCA), AS- 4300 Antenna (SINCGARS), Global Broadcast System (GBS), TV-DTS, INMARSAT, Enhanced Bandwidth Efficient Modem (EBEM), 5 kHz Upgrade, JTT - Joint Tactical Terminal, UAV - Unmanned Arial Vehicle, EHF NECC/TIP, EHF Follow-on Terminal (FOT), EHF Medium Data Rate (MDR), TD-1271(V) DAMA Multiplexer, OK-455 DAMA Equipment Cabinet, FCC-100()V () Multiplexer, OM-xx/USC Modem, Digital Data Modem, Low Speed Time Division Multiplexer (LSTDM), Navy Multi-Terminal (NMT), Multi-Circuit Patch Panel (MCPP), and Inter- connectivity with Crypto systems including, but not limited to: KG-84A/B, KG-194, KIV-7. The scope of the contemplated effort will include design, integration, production and life cycle support. A ???DRAFT??? Statement of Work (SOW) can be reviewed at https://e- commerce.spawar.navy.mil. The potential level of effort for the total requirement is approximately 1,564,600 man-hours, which may be expended over a five year period. The North American Industry Classification System (NAICS) Code is 541330 ??? Engineering Services, and the Small Business size standard is $4,500,000. Interested small business firms are invited to respond to this sources sought announcement by providing an information statement (not to exceed ten (10) pages inclusive of the cover page) that summarizes relevant experience, knowledge, and capabilities consistent with the scope of In Service Engineering Agent (ISEA) and Installation Support Services for Non-Integrated Shipboard Installations of various communications systems that support the technical requirements areas noted in the ???DRAFT??? Statement of Work. Respondents shall provide information related to contracts where the respondent was materially involved at a comparable level of effort. The respondent???s information statement shall provide: (1) information about their business size status (i.e., small, small disadvantaged, woman-owned small, HUBZone small, veteran-owned small, 8 (a), etc.; (2) a statement that they have the capacity to conform to Federal Acquisition Regulation (FAR) Clause 52.219-14, Limitations on Subcontracting; and (3) summarizes experience and knowledge as it relates to the scope of the technical activities in the identified technical areas listed in the draft SOW. Specifically, the respondents shall address their experience and knowledge in the SHF SATCOM, EHF SATCOM, UHF SATCOM, and RF line-of-sight communications areas as it relates to the scope of the draft SOW. The following are areas of emphases: (a) engineering support for specification changes notices, field changes or modifications, technical repair standards, integration of platform engineering; (b) integrated logistic support for planning and support analysis; (c) the conducting of site surveys and installations;(d) support for formal training, on-the-job training, and telephone support; and (e) procurement and fabrication of C4I systems. A determination as to whether a potential acquisition will be a set-aside or full and open competition will be based upon responses to this notice. The deadline for submission of capability information is July 27, 2006, 4:00 P.M. Pacific Time. Capability information is to be submitted via electronic transmission. SSC San Diego may not evaluate offeror submissions that do not comply with the submission instructions. SSC San Diego will evaluate offeror submissions that comply with the submission instructions using the following criteria: breadth, depth and relevancy of experience as it relates to the work envisioned in the Draft SOW. If insufficient responsive qualified 8(A) firms indicate interest, the Navy will review responsive qualified SB firms for issuance of a competitive small business set-aside solicitation. If insufficient qualified SB firms indicate interest, the Navy may procure the services through unrestricted full and open competition. Each respondent to this notice will be notified in writing of the set-aside or unrestricted decision made for this procurement.
