Description
The Marine Corps Systems Command (MCSC), PG-13 Infantry Weapons Systems (IWS), Optics and Non-Lethal Systems (ONS), currently intend to enter into a contract with Keithley Instruments, Inc. Cleveland OH. The North American Industry Classification Code (NAICS) is 334515. Anticipated award of contract is July 2006. The item description is equipment support development of Marine Corps Electro Optical Systems Test Facility. The following is required for purchase: CLIN 0001 Quantity (4) System Electrometer (Part # 6514); CLIN 0002 Quantity (1) Shipping charge (to Dumfries, VA). The following requirements to the above quantities are as follows: The variety of weapon sights and irradiating devices to be evaluated span a rather wide range of wavelengths in the electromagnetic spectrum (visible band?VIS, near infra-red band?NIR, and the short wave infra-red band?SWIR) and therefore require test equipment and targets that can encompass that wavelength range. The test equipment and targets necessary to characterize these sights must themselves be characterized by way of calibration procedures which require a capability to measure extremely low currents from photodetectors which are used to enact the calibration. In addition, the output images from the devices under test must be completely characterized, and this also requires equipment having the versatility to measure the extremely low currents from the imaging sensors. In all cases the low current measurements must spa 0 milliamps maximum down to a low current resolution of 100 attoAmps (equal to 1x10-16 amps). Such a low current measurement capability requires that the input bias current not exceed 3 femtoAmps (equal to 3x10-15 amps). The measurement equipment must also have the capability to measure DC volts: 10 microvolt resolution up to 200 volts maximum. Computer control of this measurement equipment is essential in order to conduct the measurements quickly in succession for automatic data acquisition for some of the test setups Additionally the equipment must be able to be calibrated with traceability to the National Institute for Standards and Technology (NIST). The Electrometer that is produced by Keithley Instruments, Inc. model 6514, enables the measurement of these extremely low currents, voltage measurements, and with computer control capability, and therefore meets all these requirements. Associated software, if any, must not interact with the NMCI network. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using simplified acquisition procedures and commercial item procedures as set forth in FAR parts 12 and 13. Interested parties may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is NOT a request for competitive proposals, as the Government has determined that there is no other vendor that meets the requirements set forth above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
