Description
The National Transportation Safety Board (NTSB) has a requirement for part-time, on-site expert acquisition services to assist with policy development and implementation, operations support, ad-hoc training for internal acquisition customers, and lease support services. This requirement is for one (1) position to provide the following functional areas: Task 1 The contractor shall provide expert advice and acquisition services in federal procurement policy formulation and development in support of NTSB's acquisition operations bulletins, policies, procedures and Board Orders. This requirement entails a thorough knowledge of the Federal Acquisition Regulation (FAR) in addition to other policies such as Office of Management and Budget (OMB) circulars, Government Accountability Office (GAO) decisions and the Office of Federal Procurement Policy (OFPP) letters and directives. In addition, the contractor shall provide program requirement support in assisting technical personnel in drafting their technical procurement documentation. Task 2 The contractor shall provide training on various acquisition related topics such as "How to write Statements of Work (SOW)", "Justifications for Other than Full and Open Competition (JOFOCs)", "Acquisition Planning", etc. Task 3 The contractor shall provide expert advice and support in the management and interpretation of NTSB lease agreements for its Headquarters, Academy, and regional office leases. The contractor must possess knowledge of GSA lease and non-GSA lease agreements. The NTSB will use a tradeoff approach to determine the offer that provides the best value to the government. Technical is approximately equal to past performance, and when combined the two (2) are approximately equal to price. The period of performance for this requirement is a six (6) month base period with up to three six (6) month option periods for a total possible performance period of two (2) years. The NTSB estimates the need for these services to be two (2) days per week. The estimated level of effort for this requirement is 442 labor hours per six (6) month contract period. It shall be the responsibility of each prospective offeror to closely and frequently monitor this fedbizopps website for any amended synopses that might be publicized, as amendments often contain crucial information. It is anticipated that the solicitation package will be available for download on or about July 13, 2006. When issued, a link to the solicitation will be posted on this website. All responsible sources may submit a proposal.
