- The Broadcasting Board of Governors/ International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisition Branch (M/CON/SA) intends to solicit and award a Purchase Order (Contract) on a sole source basis to Eaton Power Quality Corporation, c/o Power Protection Unlimited, 9351 Philadelphia Road, Suite A-B, Baltimore, Md. 21237 for the maintenance service of Model 500KVA Uninterrupted Power Supply (UPS) System. The NAICS Code is 811219. The following contract line items to be procured are: Item 1. PowerCare Battery, UPS Model Plus 500/400, Serial Number: ET125ZXX08; Battery Mode: PWHR12500W4FR. Quantity: 120 ea; Item 2. PowerTrust Preferred Ultra Service Plan with Battery Replacements. UPS Model Plus 500, Model 400, Serial Number: ET125ZXX08, 5-year service plan. Quantity: 1 ea. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 41 U.S.C. 253 (c) (1). Only one source and no other supplies or services would satisfy the Agency requirement. Eaton Power Quality Corporation is the manufacturer of the UPS and can provide satisfactory maintenance of this UPS System. IBB currently has a preventative maintenance program with them. This upgrade in maintenance will provide the ability to anticipate failure of the UPS batteries while also providing a monitoring service of the UPS and Batteries. Due to the critical nature of this equipment, it is necessary to minimize downtime and risk of problems. This notice of Intent is not a request for competitive price quotations. Interested firms or persons, may identify their interest and capability to respond to this requirement. The Government must receive all such price quotations by close of business 4PM EST, Wednesday, July 26, 2006 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
