Description
Pending the availability of funding, the US Department of Education intends to issue a sole source purchase order to The National Academy of Sciences (NAS). NAS has previously convened two meetings to solicit experts' suggestions for developing evaluation criteria and meta-analytic procedures that will support a forthcoming US Department of Education initiative - the NCLB Promising Practices Initiative (PPI). The Department intends to award a sole source procurement to NAS to convene a panel of experts for a third meeting on the PPI. In accordance with FAR 13.106-1(b)(1), the Contracting Officer has determined that only one source, NAS, is reasonably available to meet this requirement. The National Academy of Sciences is a private, nonprofit, self-perpetuating society of distinguished scholars engaged in scientific and engineering research, dedicated to the furtherance of science and technology and to their use for the general welfare. Upon the authority of the charter granted to it by Congress in 1863, the Academy has a mandate that requires it to advise the federal government on scientific and technical matters. The Academy was established to ?investigate, examine, experiment, and report upon any subject of science or art? whenever called upon by any department of the Government. In 1916, it expanded to include the National Research Council; in 1964, the National Academy of Engineering; and in 1970, the institute of Medicine. These organizations are collectively called the National Academies. The Department requires independent, unique, objective, authoritative technical advice so that it can make the necessary policy decisions. The Academy has a reputation that is unparalleled. Because the Department is charting new territory with the NCLB Promising Practices Initiative, it is imperative that the contractor involved in this task be credible and well respected amongst the general public, but particularly within the scientific community. The National Academy is highly regarded by all. It has the gravitas to be heard. In Executive Order 12832 of January 19, 1993, President George W.H. Bush cited the Academy's preeminent position in research and education, charging the NAS's National Research Council with duties that have "the object of increasing knowledge, of strengthening the national security...and of contributing in other ways to the public welfare." The Department intends to execute this purchase order on or before August 12, 2006.
