Description
The Federal Correctional Institution, Waseca, Minnesota will be issuing a solicitation to obtain Dental Hygienist services. Provide the hygiene, preventive dentistry and educational needs of the inmate population of this institution. The provider will perform dental cleaning and instruction in hygiene and preventive dentistry resulting from referrals or requests generated by the Chief Dental Officer, or at the request of individual inmates within the guidelines of the Bureau of Prisons Health Services Manual, and/or the established dental program of this institution. Handles complicated medically compromised patients while coordinating multi-disciplinary treatment for medical-dental co-morbidities. Responsible for ensuring all work surfaces, equipment, materials and instruments in work area are properly disinfected/ sterilized. Provides oral prophylaxis to patients. Performs root planing and curettage, using local anesthetic as necessary. When certified by the State Board, performs restorative procedures under indirect supervision Records medical/dental preliminary periodontal evaluation, review dietary habits of patients, applies preventive agents, and temporary restorations. Takes and develops intra- and extra-oral radiographs, including bite wings and periapical films. Also operates and processes specialized panographic equipment and film. Maintains automated processors and equipment. Performs dental hygiene product analyses and reports results of new products to other staff members. Responsible for formal classroom supervision when applicable, with full responsibility for course content. Utilizes audio-visual aides and educational materials. Establishes dental records on inmates and schedules patients. The provider will follow standard infection control practices, including the mandates of the concept of Universal Precautions and applicable OSHA guidelines. The provider shall provide recommendations for treatment and the interpretation of the evaluation results to the Chief Dental Officer, FCI Waseca. The performance schedule shall be thirty-two (32), four (4) hour sessions per month, with the option for additional sessions each month not to exceed a total of four hundred seventeen (417) sessions for this fiscal year, inclusive of one session dedicated to contractor orientation. The government reserves the right to use the lesser amount, or exercise the option, as dictated by the needs of the department. The provider will provide services at the rate of one patient per sixty (60) minute interval with rescheduling rates not to exceed 20 per cent. Sessions shall be scheduled Monday through Friday, exclusive of Federal holidays, during the normal administrative hours of 7:30 A.M. to 4:00 P.M. The sessions shall be mutually agreed upon between the Health Services Administrator, the Chief Dental Officer of FCI, Waseca and the provider. Multiple sessions can be performed on the same day within the prescribed time constraints, and dependent upon the needs of the institution. The period of performance shall be from the date of award through September 30, 2007. Award is anticipated to be October 1, 2006 based on the availability of funds. The solicitation will be available on or after July 18, 2006 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions.
