Description
The Federal Correctional Institution, Waseca, Minnesota will be issuing a solicitation for Psychiatrist Services. The provider will perform evaluations resulting from Federal Court mandates or from referrals or requests generated by the clinical and psychology providers of FCI Waseca, with approval of the Utilization Review Committee. The provider shall review the records of those patients receiving psychotropic medications and provide a written report on each patient evaluated, utilizing the format established by the Diagnostic and Statistical Manual of Mental Disorders, DSM-IV, Axis I through V. The Global Assessment of Functioning score (GAF) will be included on the diagnosis. The consultation report will include subjective and objective findings, as well as diagnostic impressions and treatment recommendations. When prescribing psychotropic medications, the provider will obtain the written consent of the inmate using approved Bureau of Prisons forms. The provider will certify that those patients who are required to give informed consent are competent to do so. The provider will notify the Clinical Director immediately, or as soon feasible, when it is determined that the psychiatric needs of a patient cannot be met at FCI, Waseca, particularly when the patient poses an imminent threat to himself or others. The provider will adhere to all policies and procedures of the Federal Bureau of Prisons to include assessment and prescribing practices in accordance with the National Clinical Guidelines and the National Drug Formulary. The provider will follow standard infection control practices, including the mandates of the concept of Universal Precautions and applicable OSHA guidelines. The provider shall provide recommendations for treatment and the interpretation of evaluation results to the Clinical Director, FCI, Waseca. Performance Schedule: The performance schedule shall be two (2), four (4) hour sessions per month, with the option for additional sessions each month not to exceed a total of thirty (30) sessions for this fiscal year, inclusive of one session dedicated to contractor orientation. The government reserves the right to use the lesser amount, or exercise the option, as dictated by the needs of the department. The provider will be required to see a minimum of eight (8) patients per session as determined by the Health Services Administrator or his designee. Sessions shall be scheduled Monday through Friday, exclusive of Federal Holidays, during the normal administrative hours of 7:30 A.M. to 4:00 P.M., however, the institution reserves the right to request an emergency consultation at any time, whether in person or per telephone. The sessions shall be mutually agreed upon between the Health Services Administrator of FCI, Waseca and the provider. Multiple sessions can be performed on the same day within the prescribed time constraints, and dependent upon the needs of the institution. The period of performance shall be from the date of award through September 30, 2007. Award is anticipated to be October 1, 2006 based on the availability of funds. The solicitation will be available on or after July 18, 2006 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions.
