Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotations are being requested and a written solicitation will not be issued. Solicitation No. 1069-6Z7156 is being issued as a Request for Quotation (RFQ). This procurement shall be solicited under Simplified Acquisition Procedures (SAP). The U.S. Department of State Bureau of Diplomatic Security Office of Resources and Special Projects (DS/DO/DFP) has a requirement for two-hundred and forty (240) gas masks. THE SALIENT CHARACTERISTICS: the gas masks must meet or exceed these minimum requirements: 1) NIOSH approved ? TC-14G-0277 2) DURATION of protection up to thirty (30) minutes 3) BREATH Assistance protection system 4) 5YR Shelf Life/Service Life 5) HEPA particulate filter type 6) ONE size fits all 7) OVERSIZED hood 8) SINGLE Step ease of use 9) FAMILIARIZATION training required 10) 35 sq inches Field View 11) AN AVERAGE Donning time of 30 seconds 12) >1.5% CO2 Concentration during Wear 13) MUST meet MIL-STD 810 for environmental conditioning and MIL-STD 810 514.5 for transportation conditioning 14) MASK must not contain any latex rubber/potential allergens 15) MASK must be Chemical Agent tested against the following agents: CG (Phosgene), Hydrogen Cyanide (AC), Ammonia, Cyanogen Chloride (CK), Cyclohexane, Formaldehyde, Hydrogen Sulfide, Nitrogen Dioxide, Phosphine, Sulfur Dioxide, GB Sarin, HD Distilled Mustard. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52.212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Item; 52.212-4 Contract Terms and Conditions-Commercial Items. The aforementioned FAR clauses may be viewed in full text at http://acquisition.gov/far/index.html. Please send quotations via email to Sanchezvj@state.gov. Please state in email whether or not you are a manufacturer or distributor and include whether shipping is included in rates. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a PURCHASE ORDER from this solicitation to the responsible/responsive offeror whose offer is most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offerors equipment. All interested firms must respond to this notice by 20 July 2006, 12:00 PM EST. to the point of contact listed below. The anticipated award date is 24 July 2006. The U.S. Department of State will NOT reimburse for any costs connected with providing the capability information.
