Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Sub Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number F3HSK16110A100 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. The NAICS Code is 334512; the NAICS size standard is 500 employees; and the SIC is 3822. This is an authorized brand name purchase of Automated Logic Corporation?s (ALC) WebCTRL hardware/software; only authorized ALC dealers may distribute WebCTRL hardware/software; see attached Brand Name Justification. 55 CONS intends to issue a firm fixed priced purchase order for delivery and installation of items IAW the following statement of work: 1. This contract will upgrade the WebCTRL facility monitoring system in STRATCOM. The Government will provide network connections as required for new WebCTRL hardware. 2. Building 500 2.1. Room 2A14. WebCTRL currently does not exist in this area. Provide WebCTRL monitoring of the computer room air conditioning (CRAC) unit and four ceiling mounted heating/cooling units. 3. Building 501 3.1. Room U108. This area currently has a mix of native WebCTRL hardware and legacy SiteScan hardware. Upgrade existing SiteScan technology to native WebCTRL for the four CRAC units, the two static switches, two temperature sensors, and water detection. 3.2. Cable Vault U127. This area is 100 feet from U130. Provide new native WebCTRL point water detection. 3.3. Room U146. This area currently has a mix of native WebCTRL hardware and legacy SiteScan hardware. Upgrade existing SiteScan technology to native WebCTRL for the two UPS modules and the battery monitoring system. Provide new temperature/humidity sensors in two rooms. 3.4. Room U130. WebCTRL currently does not exist in this area. Provide native WebCTRL to the two CRAC units. 3.5. Room U130A. WebCTRL currently does not exist in this area. Provide native WebCTRL to the UPS and two CRAC units. 3.6. Room M103. WebCTRL currently does not exist in this area. Upgrade existing SiteScan technology to native WebCTRL for the two CRAC units, the PDU, and the water detection. 4. Building 522. The WeCTRL facility monitoring system and Base Civil Engineering?s EMCS facility monitoring both currently exist autonomously in Building 522. 4.1. Display all Building 522 WebCTRL graphics in the base-wide EMCS. Provide new hardware and software for both systems as required. Display all Building 522 base-wide EMCS graphics in WebCTRL. JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1. Agency and contracting activity (FAR 6.303?2(a)(1)) a. The agency is USSTRATCOM/J671, Offutt AFB, NE b. The contracting agency is 55 CONS/LGCB, Offutt AFB, NE. c. The brand name is Automated Logic Corporation?s (ALC) WebCTRL software 2. Nature and/or description of the action being approved (FAR 6.303?2(a)(2)) Requirements are to modify existing ALC?s WebCTRL software and install compatible hardware. This is to upgrade the WebCTRL monitoring system in STRATCOM. 3. Supplies or services required to meet the Agency needs (including estimated value) (FAR 6.303?2(a)(3)) a. Because of the standardization issues related to the compatibility of various hardware components such as drivers and associated software packages already procured for the existing system, the above hardware, software, and support, are the only systems capable of providing the necessary configuration. This precludes access to full technical data, specifications, engineering descriptions, and statement of work or purchase descriptions suitable for full and open competition. Utilizing a different manufacturers product would require a complete replacement of existing software/hardware and would exceed $500,000 b. The contract type will be firm, fixed price. 4. Statutory authority (FAR 6.303-2(a)(4)) Pursuant to 6.302-1(c) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?Application for brand name descriptions. 5. The proposed contractor's unique qualifications require use of the authority cited above (FAR 6.303?2(a)(5)) Automated Logic Corporation is the sole manufacturer of WebCTRL. WebCTRL is the only software/hardware compatible with USSTRATCOM?s current building alarm and advent monitoring system and Offutt?s facility monitoring system. 6. Description of efforts to ensure that offers are solicited from as many potential sources as practicable (FAR 6.303?2(a)(6)) Offers will be solicited from at least three authorized WebCTRL dealers. 7. Market survey (FAR 6.303?2(a)(8)) This requirement will be competed pursuant to FAR 8.405-6(b)(3) ?The item is peculiar to one manufacturer.? Conducted extensive market research, found that WebCTRL is the only system that is compatible with the existing facility monitoring system used on Offutt AFB and USSTRATCOM. 8. Other facts supporting the use of other than full and open competition (FAR 6.303?2(a)(9)) All technical solutions have been developed around the Automated Logic Corporation?s technology and hardware. 9. List of sources, if any, that expressed a written interest in the acquisition (FAR 6.303?2(a)(10)) None. 10. Actions, if any, that are being taken to remove and overcome any barriers to competition before any subsequent acquisitions for the supplies or services required (FAR 6.303?2(a)(11)) None 11. Contracting Officer certification (FAR 6.303-2(a)(12)) I certify, by signature on the cover page, that the facts and representations under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief. 12. Technical requirements personnel certification (FAR 6.303?2(b)) I hereby certify that this justification and approval for other than full and open competition is made in good faith, that the supporting data and information are accurate and complete to the best of my knowledge and belief, and that I would not be making this request if it were feasible to fully compete this requirement. I further certify that this request is not the result of lack of advanced planning or a desire to expend funds while those funds are still available.
