Description
Scope of Work: This task order provides comprehensive services to assist and advocate for child and adult victims of abuse and adult victims of sexual assault (here referenced as victims). This task order is to maintain established Victim Advoc acy, Sexual Assault Service, and Emergency Placement Care programs within CONUS and OCONUS installations for centrally managed Victim Advocate/Victim Advocate Coordinator (VAC), Sexual Assault Response Coordinator, and Emergency Placement Care Coordinator positions. These VAs and EPCCs are to be assigned based on retention statistics, deployment schedules, numbers of deployed Soldiers, and soldiers separating from military service. The program includes creating liaisons with existing community support r esources that can positively impact the life cycle of soldiers, family members and civilians within the military community affected by abuse. The planned program will also establish a coordinator position at the CFSC Headquarters. The VA and EPCC will en sure transition support service is provided, and proper civilian liaison community contact efforts are maintained. Personnel Qualifications. The contractor shall possess working knowledge of military protocol when addressing Officers, Non-Commissioned Officer and Government personnel. Contractor personnel shall be able to effectively interface and communicate with ci vilian and military personnel at all levels. Specialized Work Experience: Minimum of two years experience working with victims of domestic violence, sexual assault or victim advocacy services. General Experience: Minimum of one year of experience in working with a military or civilian social service agency preferred or experience as a military family member. This exception will be considered only for highly qualified applicants. Education: Contractor shall provide verification of a Bachelors Degree from an accredited school in social work, psychology, marriage, family, and child counseling, counseling or behavioral science, education, community health or public health. Degree from accredited college (or other areas of concentration) may be waived if experience and credentialed courses are deemed acceptable. Future education, training and certification of contracted staff must be identified within the first 30 days hire. Expenses for education, training or certification of hired personnel will be not be paid by the Government. See Section 8.8. This exceptio n will be considered only for highly qualified applicants. Knowledge, Skills, and Abilities. Contractor shall possess: Working knowledge of family violence dynamics, sexual assault, local community resources, and federal and state laws pertaining to domestic violence, family law and sexual assault. Understanding of the military and DoD FAP is preferred. Demonstrate understanding, sensitivity, and empathy for victims. Possess the ability to develop trusting helping relationships. Ability to work effectively with individuals and families from diverse racial, ethnic, and socioeconomic backgrounds. Ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense. Contractor must work independently to develop, implement, and evaluate safety and intervention plans to meet victim needs. Contractor must a gree to operate within established guidelines of the FAP and the Sexual Assault Prevention and Response Program. Ability to work cooperatively with military and civilian medical, social service, law enforcement, and legal personnel on behalf of victims. Proficiency in oral and written communication skills. Contractor shall maintain a valid, unrestricted motor vehicle license. Contractor must be physically able to perform all contractual duties. Contractor must be computer literate. They shall possess the basic computer skills to enable them to enter data in required management reports and utilize information systems to prepare required reports and information. Services shall be performed within the USAG Hohenfels, under the ACS (Army Community Services) responsibility.
