- The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a sole source purchase order to Primagraphics Limited, 1000 Research Park Boulevard, Suite 106, Charlottesville, VA 22911 for the acquisition of two (2) Radar Client PCI Card, two (2) 3-way Cables, three (3) PUMA PCI Consoles, and two (2) RVP Distribution Server in VME enclosure. This equipment will be used on the Navigation, Command and Control System (AN/SSN-2(V)5). It is a very new system that has just been installed at the Ingleside schoolhouse and USS Devastator this month. This procurement is sole source for the following reasons. Primagraphics Limited is the sole manufacturer for these items. Currently, drawings or specifications are not available. The AN/SSN-2(V)5 system has already gone through and passed environmental and shock testing with this part installed. Once a system is certified, nothing can be altered without further testing and approval from the Program Office. NSWC PC has been assigned as the In-Service Engineering Activity and tasked to procure interim support parts; so, time is an issue. Using alternate equipment would prove costly in time and dollars to the government and to the mission. Use of another system may change or introduce new parameters that may be harmful to the AN/SSN-2(V)5 system. Therefore it is imperative that these items are acquired from Primagrahics Limited.
