Description
Idaho Panhandle National Forests, Coeur dAlene Nursery, Kootenai County, Idaho. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation AG-0281-S-06-0047 is issued as a Request for Quotations (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. This is a total small business set-aside and the small business size is $6.6 million. The North American Industry Classification Code is 115310. A quotation is requested for a performance based service contract for collection of approximately 1900 bushels of white pine cones from approximately 1000 Western White Pine trees located within the 14-acre Seed Orchard at the Coeur dAlene Nursery. Collection may be done by using aerial lift platforms or by climbing the trees. No climbing spurs may be used if the trees are climbed. All cones must be picked from each tree in the seed orchard with no damage to the limbs or bole of the trees. Payment will be by the bushel of acceptable cones collected. Cones shall be cleaned of all debris, (needles, sticks, flared cones, insect damaged cones and other debris). Cleaned cones shall be delivered in Government furnished burlap bags to the west cone shed at the Nursery. Additionally, the Contractor shall clean and remove debris, such as broken branches, flared cones, and insect damaged cones resulting from the work from the seed orchard area to the burn pile. All trash will also be picked up from the seed orchard and placed in trash bins for disposal. Contract time is 12 calendar days. Estimated start work date is August 10, 2006. A site visit will be conducted on July 20, 2006 starting at 8:30 a.m. Inspection of cones will be made at the cone shed for conformance with specifications. Inspection will also be made of the Seed Orchard area for satisfactory picking of cones, clean up of the area and to check for damage to trees. Contractors will be charged $50. per tree if performance resulted in broken limbs in the crown of the tree, and $100 per tree for scrapes that remove bark from the bole of the tree. Quotes will be evaluated in accordance with FAR 52.212-2 Evaluation?Commercial Items. The following factors shall be used to evaluate offers: Past performance; technical approach to perform the work; quality control plan; and safety plan. Quoters shall provide past performance information. Additionally, offer shall specify the technical approach to be used in performing the work (specify if cones will be picked using aerial lift platforms or by climbing the trees), as well as the contractor's quality control plan, and safety plan. Note that wasp nests are frequently encountered in the seed orchard, and wasps will attack if disturbed. All work shall be performed during regular workdays (Monday through Friday) during regular business hours (7:00 a.m. to 4:00 p.m.), excluding official Federal Government holidays. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. One contract award will be offered to the best value offer made to the Government, considering past performance, technical proposal to perform the work, and price. Offerors will include with their offer a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items. The clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, apply to this acquisition.
