Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Coastal Environmental Health and Biomolecular Research at Charleston (CCEHBR) is issuing notice of intent to negotiate a sole source procurement with Bruker BioSpin Corporation. This procurement requirement is for the continuance of a full service maintenance plan for a DMX-500 (BH083696) Nuclear Magnetic Resonance Spectrometer. Bruker BioSpin Corporation has been identified as the only authorized manufacturer/dealer to offer a full service maintenance plan that covers this specialized equipment for which there is a single source of parts, factory certified service personnel and/or software support. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 811219. The size standard is $6.5M. Interested parties may identify their interest and provide evidence of their capability to respond to this requirement by 2:00 p.m., EST, on July 28, 2006. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered only for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the Government.
