The Department of the Air Force, Space and Missile System Center (SMC) intends to issue a sole source contract to study opportunities for streamlined GPS Position Navigation and Time (PNT) Payload for an austere augmentation of the GPS constellation to preclude gaps with currently available parts designed by ITT Industries Space Systems Division. This contract is valued at approximately $250,000. This task requires an intimate and detailed knowledge of the existing and currently operational on-orbit block IIr payload architecture and corresponding hardware implementations. Further, this study will require incorporation and interfacing of existing L1 and L2 transmitter hardware previously developed, built and space qualified as the IIR program. ITT is the developer and maintainer of the operational flight software for both block IIR and IIR-M payload configurations. The block IIR payload consists of 19 major subassemblies (individual boxes) that were developed and built by ITT. Additionally, ITT incorporated and interfaced existing L1 and L2 transmitter hardware previously developed, built and space qualified on the IIR program and possess the only existing designs for the M-code and L2C signals, which have been built, certified by NSA, and space qualified (also operational on orbit in the IIRM-1 (II-14). The capabilities statement should state why the company believes a sole source is invalid. The capability and qualifications statement will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed effort on a full and open competition basis based upon responses to this notice is solely within the discretion of the Government.
