- STATEMENT OF WORK 1. GENERAL: The US Fish and Wildlife Service, Malheur National Wildlife Refuge, 36391 Sodhouse Lane, Princeton OR 97721 is requesting bids for the erection of a 30'x 50' shed roof metal building. The building will have an open front and one open side wall. All work will conform to manufactures specifications. 2. SCOPE: 2.1 Malheur Refuge will request that the contractor provide the following to accomplish the erection of a 30'x 50' metal building, located at the Refuge Head Quarters. Foundation construction per engineered foundation plans and associated dirt work. All site grade and elevation points will be provided by the contractor. General location of the building is all the Refuge will provide. The intended location does contain large boulders that may require foundation footings to be placed on or just below existing grade, which will not meet frost line code requirements. Contractor will only be responsible for back filling excavations they dig. The Refuge will place all other necessary backfill. Completely erect the metal building per the manufacture's specifications. Contractor will provide anchor bolts per specifications. 2.2 Provide electric service to the building, which will be an underground line originating from one of two possible locations. That a contractor provided electrician determines will meet the voltage requirements of the following. Minimum 200 amp main breaker box at the new building, one energy efficient light per bay on separate switches with timers, four GFI outlets one on each corner and one on each center front bay pillar. Locating of all underground utilities associated with this project will be the contractor's responsibility. The trenching for the power will cross existing water, sewer, power and communication lines. If any lines are damaged the following is how the Malheur N.W.R. will hold the contractor responsible for repair. Water lines will be repaired immediately and no later than 8 hours after damage has been identified. All other lines will be repaired and functional 48 hours after damage is identified. Please show the electrical service as a separate line item on the bid. This could be eliminated if funding is not available. 4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE 4 The project site is located at Malheur N.W.R. headquarters, north of the maintenance shop. Work could commence upon receipt of award of bid and completion would be expected on December 31, 2006 5. INSPECTION AND ACCEPTANCE: 5.1Inspection and acceptance will be performed by a contract officer's representative designated by the contracting officer and the refuge manager. All work shall meet applicable building codes to this type of construction that are enforce at the time of completion. Plus meet specifications from the metal building manufacturer on the erection and engineering specs for the foundation plans. 5.2 Protection of Government property during execution of the work, the Contractor shall take special care to protect Government property, In the event of an accident, the Contractor shall return areas or items damaged as a result of work under this contract to their original condition, to include painting, refinishing, or replacement, if necessary. 6. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION: The Government will provide foundation plans, and metal building manufacturer's erection drawings. Plus all the components for the 30'x50' metal building excluding the anchor bolts. 7. AVAILABILITY: Work can occur from 6:00 am to 6:00 pm 7 days a week, except concrete, which can only be placed Monday through Friday between the hours of 7:00 am and 4:00 pm 8. Technical capability, past performance/experience, when combined, are significantly more important than price.
